POSITION TITLE:

Fleet Manager Anticipated

JOB DESCRIPTION:

Manage and maintain a safe, efficient, and effective vehicle maintenance program. Coordinate and supervise the maintenance operations of four transportation and fueling facilities. Develop strategic plans to meet the fleet requirements and identify significant improvement opportunities to enhance the CISD fleet. Make recommendations to the Fleet Coordinator for all maintenance related bids and purchases. Provide support to coordinators and managers to ensure that their fleet needs are met.

DUTIES and RESPONSIBILITIES:

Maintain accurate records of all labor/materials/supplies utilized in the shops.

Assist Fleet Coordinator in determining long-term goals and strategies to manage effective maintenance, repair, cost tracking, specifications, purchasing and retirement of the fleet.

Maintain accurate information for payroll reporting (time punches, tardies, absences, overtime, etc.).

Oversee maintenance of all vehicles, shop equipment, and fuel islands in Transportation.

Maintain operational knowledge of the Texas Department of Public Safety Inspection requirements.

Oversee the Department’s Preventive Maintenance Program.

Organize and oversee the hiring, training, counseling, and discipline of shop employees.

Inspect buses for specific standards of performance and operation.

Oversee the development and implementation of manual and publications which properly document relevant policies, procedures, and processes related to fleet operations.

Develop and manage a bus warranty shop program.

Oversee all school bus warranty claims, warranty work, and bus recall notices.

Assist the Fleet Coordinator with researching and developing opportunities for federal, state, and local grants.

Review all shop safety procedures, policies and recommend changes as needed.

Follow established safety procedures and techniques to perform job.

Ensure that all shops, equipment, and tools are in safe operating condition.

Correct unsafe conditions in work area and report any conditions that are not correctable to the Fleet Coordinator, Assistant Director, or Director of Transportation.

Operate tools, equipment, and machinery according to prescribed safety procedures.

Work irregular hours as needed.

Mandatory to be on call when needed.

Drive a school bus route as needed.

Maintain regular attendance.

Perform other duties as assigned.

EXPERIENCE:

Minimum of five (5) years shop supervisor experience
Minimum ten (10) years of automotive and/or school bus maintenance operations experience

QUALIFICATIONS:

Education/Certification:

High School Diploma/GED
A valid Texas commercial driver’s class B license with Passenger (P) and School Bus (S) endorsements or must obtain within 120 workdays of hire
Acceptable driving record
Hold and maintain Texas Commission on Environmental Quality (TCEQ) Class A and B Underground Storage Tank (UST) Facility Operator Certificate or must obtain within 90 workdays of employment
Hold and maintain a School Bus Technician Certification from either the National Institute for Automotive Service Excellence (ASE) or Texas Association of School Bus Technicians (TASBT)

Special Knowledge/Skills:

Proficient in Fleet Management software
Proficient in Microsoft software including Excel, Word, and PowerPoint
Excellent organizational, written, and oral communication and interpersonal skills
Ability to work within deadlines and handle interruptions
Ability to communicate effectively with managers, supervisors, and auxiliary departments
Knowledge of parts room operations
Knowledge of diesel, propane, and gas engine maintenance, diagnostics, and repair
Ability to meet the physical demands of mechanical repairs
Ability to operate all shop equipment and tools involved in vehicle repair
Ability to pass random alcohol and drug tests

Lifting: Frequent lifting and carrying (up to 80 pounds)
Environment: Work outside and inside, on slippery or uneven walking surfaces; frequent exposure to extreme hot and cold temperatures, dust, exhaust fumes, gasoline and diesel fuel, exposure to mechanical, electrical, and chemical hazards and materials; work in tight spaces and in uncomfortable positions; work around moving objects and vehicles; operate a district vehicle, regularly work irregular hours; occasional prolonged hours
Mental Demands: Maintain emotional control under stress; work with minimal supervision
