FLSA Status: Exempt
Salary Range: $55,000 - $60,500
Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring an Accountant I – Payroll Operations. Encompass Community Supports is a Virginia State community services organization that improves the quality of life in Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties by providing comprehensive mental health, substance use, developmental disability, housing, children’s, and aging services. At Encompass Community Supports, our full-time employees work 37.5 hours weekly.
The Accountant I – Payroll Operations prepares, processes, and maintains payroll and related records; analyzes financial data; work is performed under regular supervision.
ESSENTIAL FUNCTIONS:
- Prepares and processes the agency's biweekly payroll; reviews time sheets; makes corrections; calculates overtime, garnishments, tax levies, etc.; calculates and enters deductions; transmits direct deposit; verifies that all wages are charged to proper general ledger account.
- Prepares and pays federal, state and unemployment taxes; files wage and tax reports in compliance with regulations; prepares and submits appropriate reports in compliance with agency, state, federal and funding source requirements, such as worker's compensation, unemployment, W-2's, etc.
- Reconciles and prepares for submission bills associated with payroll deductions.
- Prepares payroll related reports for agency and management use, including as input into the agency's budget process; calculates personnel section of costs of salaries and fringe benefits.
- Performs clerical duties associated with payroll and maintains payroll reports in compliance with policies and laws; files, archives and disposes of payroll files.
- Prepares and maintains the position control file including an org-object file for proper coding of wages, fringes and other payroll items.
- Performs internal auditing of various departmental programs to ensure policy compliance.
- Expert designation to support personnel in utilizing the ESS (Employee Self Service) system and Financial/HR systems.
OTHER FUNCTIONS:
- Prepares general ledger reconciliations of salary and fringe benefits accounts.
- Prepares and oversees annual worker’s compensation audit.
- Figures employee qualifications for FMLA leave.
- Reviews technical journals and attends workshops to stay current with changing laws and business trends as they relate to payroll functions.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of payroll methods, systems, processes and procedures, including state and federal laws and regulations; thorough knowledge of accounting terminology and methods; general knowledge of accounting theory and principles, and their application to accounting transactions; general knowledge of standard office procedures, practices and equipment; skill in the use of computer equipment; ability to follow detailed and written instructions; ability to maintain complex financial records and prepare reports; ability to establish and maintain effective working relationships with associates and the general public; basic knowledge of the Fair Labor Standard Act and the Family Medical Leave Act knowledge of MS Office, to include Word and Excel.

EDUCATION AND EXPERIENCE:
Degree in Business, Accounting, or related field preferred, or equivalent work experience may be substituted. Certification as a Payroll Professional preferred.
PHYSICAL REQUIREMENTS:
This work requires little or no physical effort or exertion.
SPECIAL REQUIREMENTS:
Attends training and maintains certifications as required by the Agency and regulatory guidelines.
