Summary
Foreman II - Horticulture, under the general supervision of the Parks Division Director, oversees and coordinates the maintenance and development of parks, green spaces, and related facilities. This leadership role ensures the effective management of forestry, horticulture, irrigation systems, and chemical applications.
Essential Duties and Responsibilities
- Supervises, schedules, and coordinates the work of parks maintenance crews, ensuring tasks are completed efficiently and safely
- Plans, oversees, and implements comprehensive horticulture and tree care operations, including planting, pruning, removal, disease management, and enhancing landscaped areas
- Monitors and maintains irrigation systems, ensuring proper function and efficiency in water usage
- Oversees the application of fertilizers, pesticides, and herbicides, ensuring compliance with safety and environmental regulations
- Conducts site inspections of parks and facilities to ensure maintenance tasks are completed timely and accurately
- Operates and oversees the use of equipment such as sprayers, chainsaws, irrigation tools, etc.
- Ensures employees are properly trained and certified as necessary in the areas of horticulture, forestry, irrigation, and chemical application techniques
- Maintains records related to maintenance activities, chemical applications, and equipment usage
- Responds to public inquiries and concerns regarding park maintenance and services
- Assists with budgeting, purchasing supplies, and inventory management
- Ensures adherence to local, state, and federal regulations regarding park operations and maintenance
- Follows City policies, procedures, and safety guidelines

Minimum Qualifications
- High School diploma or equivalent
- Three (3) years of experience in park maintenance, forestry, horticulture, irrigation, or a related field
- Two (2) years of experience in a supervisory or lead role
Preferred Qualifications
- Associate degree or certification in Horticulture, Forestry, irrigation, or a related field

- Valid driver’s license
- Certification in pesticide application or ability to obtain within six (6) months of employment

Summary
The Foreman - Mowing oversees the mowing maintenance program for the Parks and Recreation Department. The leadership role oversees mowing crews and ensures crews adhere to mowing schedules for all TXDOT, Roadside, Parks, high profile spaces and assigned open spaces. Overseeing the equipment maintenance and preventative maintenance schedules.
Essential Duties and Responsibilities
- Oversees the mowing and trim out of Parks Department maintained properties including open spaces, parks, roadsides, hike & bike trails etc.
- Plans and implements mowing schedules to optimize efficiency and meet seasonal maintenance requirements
- Oversees carpentry, paint, and metal fabrication projects
- Operates and oversees the use of mowing equipment, riding mowers, trimmers, and blowers while managing the storage, upkeep, and maintenance of related city equipment; this includes maintaining an inventory of power tools with the description, model, serial numbers, and other relevant information
- Leads, trains, and supervises assigned maintenance crews; ensures efficient performance
- Develops team to foster an environment of cooperation, professionalism, production and exceptional service
- Schedules and adjusts activities as needed to adhere to mowing, maintenance, trash & debris removal, construction, and event schedules
- Documents and tracks staffing hours spent on mowing, debris removal, special projects in city software
- Works with city GIS department to update and maintain accurate mowing maps through regular reviews of both contracted and staff-assigned mowing areas, ensuring clear delineation between departmental responsibilities and assignments
- Conducts preventive maintenance on equipment such as tractors, riding mowers, trimmers, and blowers
- Facilitates fleet equipment preventative maintenance and repairs
- Oversees schedules, allocates resources, and coordinates with vendors or contractors for specialized projects or procurement of materials; ensures adherence to city purchasing guidelines
- Monitors contract mowing to ensure performance and correct billing
- Reads and interprets blueprints, construction drawings, and technical specs to complete construction projects including play units, shade structures, bridges, and other park amenities, assist with installation and seasonal maintenance of art sculptures
- Conducts regular safety and maintenance inspections on playgrounds, facilities, trails, parks, irrigation systems and equipment, document findings
- Assists in developing and managing budgets related to maintenance activities, ensuring efficient use of funds
- Supports special events as assigned
- Addresses public inquiries or complaints in a professional and timely manner
- Follows city policies, procedures, and safety guidelines
- Performs other duties as assigned
Minimum Qualifications
- High School diploma or equivalent
- Three (3) years of experience in scheduling for landscape maintenance and/or building maintenance or approved equivalent
- Two (2) years of supervisory experience of work crews
- Experience with record keeping in related area
Preferred Qualifications
- Experience in welding, construction, or carpentry
- Bilingual (English and Spanish)
Certifications and Licenses
- Valid driver’s license
- Current Texas Department of Agriculture Pesticide Applicators License OR Certified Playground Safety Inspector (CPSI), or approved equivalent (or ability to obtain within 6 months)
- Class B CDL - Preferred

Essential Duties and Responsibilities
- Provides instruction to crew members to ensure proper maintenance of park structures, facilities, and grounds
- Performs maintenance duties to improve parks system and monitors the facility to ensure it remains safe, secure, and well-maintained
- Supervises personnel, including hiring, training, timesheet approval, reviewing performance, and scheduling of work
- Enters information regarding work orders in the park division’s mainframe tracking program, MAINTRAC
- Performs bi-weekly inspections of parks, playgrounds, and facilities, generates & submits report, schedules repair and maintenance activities accordingly
- Obtains prices and purchases materials needed to accomplish assignments to complete construction projects while adhering to all city purchasing guidelines
- Approves purchases up to $1,000 without approval from supervisor
- Oversees the Parks Division Safety Program, plans and presents safety training for employees; enforces safety rules and procedures
- Works with the Parks Division Director to develop the parks division operating budget and capital requests
- Supports special events including planning, scheduling, setup, operation, and tear down of city and private events
- Follows City policies, procedures, and safety guidelines
- Performs other duties as assigned
Minimum Qualifications

- Three (3) years of experience in landscape maintenance, general maintenance, painting, welding, scheduling

- Leads Events Crew Leader to ensure high level service for all community events, including proper plan execution for events, stage setup, event operations, tear down and cleanup
- Leads Athletics Crew Leader to ensure fields & facilities are well maintained and high levels of service are provided for all tournaments, games & scheduled practices
- Oversees Aquatics Crew Leader to ensure state law compliant and safe operation of all aquatic facilities including pools, splash pads, fountains, and Lions Junction family waterpark
- Conducts playground inspections
- Performs hands-on maintenance duties to improve parks system, manage debris removal from all Parks facilities, including parks, roadsides, athletic facilities
- Develops, plans, and schedules work assignments and reviews work plans
- Oversees and tracks personnel actions including performance evaluations, hiring, promotions, and disciplinary actions
- Obtains prices and purchases materials needed to accomplish assignments to complete projects while adhering to all city purchasing guidelines
- Approves purchases up to $1,000 without approval from supervisor, ensuring adherence to all city purchasing guidelines
- Collaborates with safety coordinator to implement the Parks Division Safety Program
- Plans and presents safety training for employees
- Follows all city policies, procedures, and safety guidelines
- Performs other duties as assigned
Minimum Qualifications
- High School diploma or equivalent
- Three (3) years of experience in Building Construction, Landscaping, or related field
- Two (2) years of experience in a supervisory or lead role
Preferred qualification
- CDL
- Prior experience in building maintenance, painting ballfields or aquatics
Certificates, Licenses and Registrations
- Valid driver’s license
- Texas Department of Agriculture Pesticide Applicators License, Certified Playground Inspector (CPI), or Certified Pool Operator (CPO) or ability to obtain within six (6) months of employment
