Position Title
HR & Payroll Administrator
Salary Range: $75,000 - $85,000
Reports To: Chief Operating Officer (COO)
Position Summary
The HR & Payroll Administrator is responsible for managing the day-to-day administration of human resources and payroll functions while ensuring compliance with company policies and applicable employment laws. This position serves as the primary administrator for payroll processing, employee records, benefits administration, onboarding, and HR compliance. Reporting directly to the COO, the HR & Payroll Administrator plays a key role in supporting employees and leadership by maintaining efficient HR operations and accurate payroll administration.
Essential Duties and Responsibilities
Payroll Administration
- Process weekly and/or bi-weekly payroll accurately and on schedule using Paylocity.
- Review and reconcile employee timecards, payroll deductions, reimbursements, bonuses, and payroll adjustments.
- Process new hires, employee status changes, promotions, salary adjustments, and terminations.
- Maintain payroll records and prepare payroll reports for management.
- Ensure compliance with federal, state, and local payroll tax regulations.
- Coordinate year-end payroll activities, including W-2 preparation and payroll reconciliations.
- Respond to employee payroll questions and resolve payroll discrepancies.
Human Resources Administration
- Coordinate employee onboarding, orientation, and offboarding activities.
- Maintain accurate employee personnel files and HRIS records.
- Administer employee benefits enrollment, qualifying life events, and annual open enrollment.
- Monitor employee leave balances, PTO, FMLA, and other leave programs.
- Assist with recruiting activities, including posting job openings, scheduling interviews, conducting background checks, and preparing offer letters.
- Prepare employment verification requests and other HR documentation.
- Support employee engagement and recognition programs.
Compliance & Employee Relations
- Ensure compliance with federal, state, and local employment laws and company policies.
- Maintain I-9 documentation, E-Verify records, and required labor law postings.
- Coordinate workers' compensation claims and return-to-work documentation.
- Assist with unemployment claims and employment verifications.
- Maintain employee confidentiality and safeguard sensitive personnel information.
- Assist management with employee relations matters and policy interpretation.
Administrative Support
- Prepare HR metrics and payroll reports for the COO.
- Maintain and update the employee handbook, HR policies, and procedures.
- Coordinate mandatory training and compliance initiatives.
- Support special HR and administrative projects as assigned.
- Recommend process improvements to increase efficiency and enhance the employee experience.
Qualifications
Required
- Bi-lingual
- Associate's or Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field preferred (or equivalent work experience).
- Minimum of 5 years of Human Resources and Payroll experience.
- Minimum of 3 years of hands-on experience using Paylocity Payroll and HRIS.
- Experience processing payroll for multi-department or multi-location organizations.
- Working knowledge of federal and Florida employment laws, wage and hour regulations, payroll taxes, and benefits administration.
- Strong proficiency with Microsoft Office, especially Excel, Word, and Outlook.
- Excellent organizational, communication, and time management skills.
- Ability to maintain strict confidentiality and exercise sound judgment.
- Strong attention to detail and accuracy.
Preferred
- Experience in the construction industry.
- Multi-state payroll experience.
- Experience with workers' compensation administration.
- SHRM-CP, PHR, FPC, or CPP certification.
- Knowledge of certified payroll and prevailing wage reporting.

Physical Requirements
- Prolonged periods of sitting and computer work.
- Ability to lift up to 20 pounds occasionally.

Work Environment
This position is primarily office-based and works closely with the COO, accounting, operations, project management, and field personnel to ensure efficient payroll and HR operations. The role requires a high level of professionalism, discretion, and the ability to manage multiple priorities in a fast-paced construction environment.
Pay: $75,000.00 - $85,000.00 per year
