JOB SUMMARY
Manages the maintenance of wastewater treatment mechanical equipment. Serves as the primary contact for plant mechanical equipment maintenance and repairs. Plans and allocates resources to align with plant operational, maintenance, financial and strategic objectives. Directs and supervises the work of related maintenance employees. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Responsible for managing the plant’s mechanical related equipment. Promotes and drives the mechanical maintenance program using asset management techniques. Communicates technical and mechanical information for problem diagnosis and problem resolution to staff and contractors. Reads and interprets complex information from manuals, diagrams and schematics to perform maintenance repair and replacement activities for plant equipment and facilities.
- Provides standard maintenance procedures for operating and maintenance staff. Consults with the Asset Reliability Manager to establish preventive maintenance procedures and schedules. Develops and implements process improvement projects. Reviews, evaluates, and analyzes trends in data to make project and process decisions that satisfy operational, maintenance, safety and engineering guidelines.
- Plans the mechanical maintenance program activities and coordinates maintenance and repair work with plant operations. Inspects plant equipment at regular intervals to determine necessary repairs. Reviews operating reports and inspection records to identify faulty equipment. Recommends methods for improving plant equipment efficiency and performance, design and installation. Maintains records of mechanical maintenance, repair and inspection activities. Prepares job plan specifications and cost estimates. Plans layout and design of new mechanical systems and modifies existing mechanical systems.
- Monitors contracted upgrades for construction and maintenance operation. Develops and prepares project status and performance reports. Prepares reports, forms, correspondence and related documentation regarding assigned operations. Ensures that all required forms and reports are properly completed and filed in a timely manner.
- Works with management to develop specification for equipment purchases. Provides input on design of new equipment. Initiates requisitions for supplies, parts and materials. Communicates with various vendors, Operation & Maintenance, and Engineering personnel regarding equipment specifications and purchases.
- Responsible for leading, developing and engaging the plant maintenance mechanical team. Prioritizes and distributes assignments and prepares daily work schedules. Responsible for initiating the selection and promotion process. Provides coaching, mentoring and managing of performance of staff. Trains maintenance personnel as to methods and procedures, standards of performance and other factors affecting work. Responsible for assessing performance, provides constructive feedback, documents discipline issues and takes corrective action as needed. Responsible for maintaining positive morale, resolving disputes and maintaining discipline of staff. Holds grievance or disciplinary hearings as needed. Responsible for time tracking including approving time worked and time off requests in Human Resource Information System. Ensures effective health, safety, environmental and preventive maintenance programs are in place to achieve plant and organizational goals and compliance with all related requirements. Responsible for supervising work of contractors, as needed.
- Participates in the development of an annual budget and budget meetings. Responsible for monitoring the budget expenses throughout the year and provides recommendations to the Assistant Superintendent and Plant Maintenance Manager II.
- Ensures proper usage of emergency response plans and actively participates in crisis management response drills.
- Performs skilled maintenance work in emergency situations.
- Keeps informed of new technology, trends and techniques in the maintenance industries.
- Communicates regularly with maintenance technicians and other District employees to ensure effective two-way communication concerning maintenance issues.
- Performs other duties of a similar nature as may be required.
MINIMUM JOB REQUIREMENTS
EDUCATION
Candidate must possess an associate degree, preferably in Engineering or Engineering Technology or Apprenticeship or a closely related field OR the candidate must have completed formal maintenance training.
Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
- Candidate must possess three (3) years of mechanical maintenance experience beyond apprenticeship, formal training or associate degree.
- Supervising, managing or leading various people, projects and/or programs, experience is preferred.
- Wastewater experience is preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess knowledge of the principles of operation, maintenance and repair of pumps, valves and related mechanical and electrical equipment.
- Candidate must possess the ability to instruct, train and coach others, to include District processes and maintenance operating systems is required.
- Candidate must be able to work independently and make decisions relative to mechanical maintenance and work methods.
- Candidate must be able to read and interpret schematic diagrams, blueprints and technical specifications manuals, operating and maintenance instructions, procedure manuals and to understand and apply technical instructions in text, mathematical or diagram form.
- Candidate must possess effective communication skills (both written and verbal), as well as a superior commitment to high quality service to all levels within the organization and to external organizations, partners and customers.
- Candidate must be able to establish and maintain effective working relationships with supervisors, co-workers, other employees throughout the District and consultants.
- Must possess attention to detail and organizational skills, time management, multi-tasking skills to work on multiple tasks simultaneously, and the ability to perform related tasks, including but not limited to participating in the development and implementation of the annual budget.
- Candidate must be able to utilize Microsoft Office Suite and must have the ability to work effectively with Computerized Maintenance Management Systems (CMMS) and instruct others on its operation.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, walking, sitting, climbing, balancing, stooping, kneeling, crouching, crawling, reaching handling, fingering, feeling, hearing and talking. Ability to lift up to 50 lbs. on an occasional basis. Lifting over 50 lbs. should be completed with assistance. Position will require visual demands of near and far acuity, depth perception, accommodation and color vision. Ability to enter a plant environment is required. Exposure to extreme weather, atmospheric conditions, wet and/or humid conditions, extreme cold and heat that is non-weather related, hazards, vibrations and confined/restricted working environments is encountered in this position.
