The Opportunity
Our client is seeking an experienced Water Civil Project Manager to help lead and expand their Water, Wastewater, and Water Resources practice in Central Texas. In this role, you will work with new and existing clients to pursue, manage, and deliver projects that strengthen local infrastructure and improve quality of life across the communities they serve.
Their team provides planning, design, and construction-phase services across a broad range of projects, including:
- Wastewater treatment plant upgrades
- Collection system improvements
- Drinking water plant design
- Water distribution systems

Essential Duties & Responsibilities
Project Management
- Estimate hours, draft budgets, and define project scope to build contracts
- Build and manage comprehensive Project Plans including phases, tasks, resources, timelines, contingencies, and critical path identification
- Oversee technical direction and manage project resources to meet or exceed budget and schedule
- Conduct kickoff and regular project meetings to ensure delivery stays on track with client expectations
- Initiate scope changes, addendums, and change orders as needed to ensure financial performance
Client Management
- Identify client needs and consistently meet the expectations of internal and external stakeholders
- Recommend additional business solutions to address clients' current and future needs
- Interact independently with client technical and mid-level staff; support senior staff in executing client management plans
- Attend client meetings, including council, committee, and board meetings as required, to represent the firm and present project work
Business Development
- Serve as a firm representative in client interactions and communications
- Monitor and track the release of solicitations from clients
- Meet or exceed assigned sales targets by pursuing and winning projects from existing clients and utilizing targeted marketing to develop new business
- Lead project proposal development and participate in interview preparation to win pursuits
- Coordinate proposal and pursuit content with business line and marketing staff
Team Leadership
- Identify time and resources needed to deliver projects and build effective teams
- Assign tasks and closely monitor project budgets and schedules, holding team members accountable for scoped deliverables
- Lead Project Team Meetings and distribute meeting minutes to the team and client as appropriate
- Address and resolve conflicts promptly and professionally using strong interpersonal skills
Project Financials
- Monitor and resolve issues including scope creep, cost overruns, billing discrepancies, and schedule delays
- Develop and maintain project tracking tools that clearly identify potential impacts and corresponding solutions
- Ensure projects are billed accurately per contract and on time
- Maintain overall profitability targets across the project portfolio
Requirements
- Bachelor's degree (B.S.) in a related engineering discipline
- Active Professional Engineer (P.E.) license in the state of Texas
- Minimum of 5 years of experience as a licensed PE
- Demonstrated ability to manage multiple projects and teams simultaneously
- Proven track record of securing repeat client work and cross-selling additional consulting services
- History of successfully delivering complex projects across small to large client bases
- Active involvement in one or more industry professional organizations
- Ability to travel and meet with clients both virtually and in person as needed

Pay: $110,000.00 - $140,000.00 per year
