Job Summary:
Under general supervision this position is responsible for the general intake of LIHEAP client applications. The Intake Specialist is responsible for assisting the LIHEAP Manager and PIPP Coordinator/LIHEAP Assistant with the daily operation of the Energy Assistance Programs to ensure that goals and objectives of the programs are accomplished within the prescribed time frame and funding parameters.
General Purpose of the Position:
Support the LIHEAP/PIPP Programs in the delivery of the specific day-to-day operation of the LIHEAP program, including program administration and development.
Direct Supervisor’s Title: LIHEAP Manager
Supervisory Responsibility: None.
Minimum Level of Education/Experience Preferred: High School Diploma required.
Essential Functions of the Job:
Ø Must be knowledgeable of and support the LIHEAP Manager to maintain full compliance with:
o Department of Commerce and Economic Opportunity (DCEO) Low-Income Home Energy Assistance Program (LIHEAP) rules and regulations.
o Percentage of Income Payment Plan (PIPP) rules and regulations.
Ø Schedule client LIHEAP Appointments
Ø Process LIHEAP applications during the client appointment.
Ø Must be knowledgeable of and comply with the NICAA Policy and Procedures.
Ø Must act and perform job duties in accordance with the Agency’s mission.
Ø Intake/Enter/Verify LIHEAP and/or PIPP applications at the office.
Ø Assist in managing LIHEAP/PIPP applications and clients cases.
Ø Ensure required documentation is obtained on all applications.
Ø Enter application information into the STARS and LIHEAP.net systems.
Ø Answer/respond to client telephone calls, all incoming mail and/or emails.
Ø Accept and make referrals to other Agency and/or community resources for current and potential clients.
Ø Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ø Ability to work with mathematical concept. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Ability to identify gross income when determining EAP eligibility.
Ø Must abide by the Agency’s confidentiality policy regarding client, program staff, Agency staff, and/or Agency matters.
Ø Reviews case records to see that the Agency and program policies and regulations are adhered to, and proper procedures are being followed.
Ø General knowledge and ability of Microsoft Word, Excel, various Web-based applications and/ or State mandated applications.
Ø Excellent written and oral communication skills.
Ø Demonstrated professional judgment, tack, initiative, and resourcefulness.
Ø All other related tasks as assigned.
Ø Responsible for attending the following meetings:
o All meetings as may be requested by the LIHEAP Manager.
o Attend the Agency-Wide Annual Training.
Ø Training and Professional Development:
o Funder and/or Agency-sponsored training as requested by the LIHEAP Manager.
o In-area and out-of-area training, workshops, conferences, and certification programs as recommended by the LIHEAP Manager and in accordance with time and budget constraints.
Ø Assist administration as needed in organizing records, vouchers and filing, etc. as necessary.
Physical Demands:
Ø To move about the office to deliver program services, meet with clients, and visitors, and operate common office equipment.
Ø Pick up and hold documents and other common office items.
Ø Operate a computer to record and report data, create, and submit reports, and communicate with staff, clients, and community partners.
Ø Operate a motor vehicle to provide services in the community and attend training.
Ø While performing the duties of this job, the employee is regularly required to talk or listen/hear.
Ø The employee frequently is required to stand, move, and sit.
Ø The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
Ø Specific vision abilities required by this job include close vision.

Pay: $16.00 - $17.00 per hour
