Job Overview
We are seeking a dynamic and strategic Vice President of Operations to lead our West Region. This position is responsible for the overall leadership, growth, profitability, and strategic direction of telecommunications network infrastructure construction operations throughout California, Nevada, and Utah. This executive serves as the regional business leader with full profit and loss accountability, providing strategic oversight of operations, business development, estimating, project execution, customer relationships, financial performance, workforce development, fleet and equipment management, and operational excellence.
Operating within a Percentage-of-Completion (POC) / Work-in-Progress (WIP) accounting environment, the Vice President is accountable for delivering revenue growth, EBITDA performance, cash flow, customer satisfaction, and operational execution while maintaining the highest standards of safety, quality, regulatory compliance, and financial discipline.
The position leads approximately 40 employees and oversees a regional business generating more than $25 million in annual revenue.
Executive Leadership
- Provide executive leadership for all Western Region operations across multiple states.
- Develop and execute strategic business plans, annual operating plans, growth initiatives, and regional budgets aligned with corporate objectives.
- Recruit, mentor, develop, and retain high-performing leaders while building organizational depth and succession plans.
- Promote collaboration, accountability, safety, quality, and operational excellence across all markets.
Financial & P&L Management
- Maintain complete responsibility for regional Profit & Loss performance.
- Lead budgets, forecasts, capital planning, and long-range financial projections.
- Manage revenue, gross margin, EBITDA, cash flow, working capital, and key operating metrics.
- Ensure accurate POC/WIP forecasting, cost-to-complete reporting, earned revenue recognition, billing performance, and financial controls.
Business Development & Strategic Growth
- Develop executive relationships with telecommunications carriers, utilities, municipalities, and strategic customers.
- Identify and pursue profitable growth opportunities and support contract negotiations.
- Collaborate with Business Development and Estimating teams to expand market presence.
Estimating & Preconstruction
- Provide executive oversight of estimating, pricing strategies, proposal development, and preconstruction planning.
- Review project risks, contract terms, production assumptions, and profitability projections.
Operations Management
- Direct project execution from award through closeout.
- Ensure projects are completed safely, on schedule, within budget, and in accordance with customer expectations.
- Oversee project management, field operations, fleet, equipment, workforce planning, project controls, production tracking, forecasting, billing support, and closeout documentation.
Permitting, Compliance & Restoration
- Oversee permitting, right-of-way coordination, environmental compliance, and restoration activities.
- Ensure compliance with federal, state, local, utility, and customer requirements.
Customer Relations
- Serve as executive point of contact for strategic customer accounts.
- Resolve complex operational and contractual issues while strengthening long-term customer partnerships.
Safety, Quality & Risk Management
- Champion a safety-first culture.
- Promote continuous improvement in safety, quality, risk management, and ethical business practices.
Qualifications
- Bachelor's degree in Construction Management, Engineering, Business Administration, or related field preferred.
- 15+ years of progressive leadership experience in telecommunications infrastructure, underground utility, or heavy civil construction.
- 7+ years leading multi-market operations with full P&L responsibility.
- Strong understanding of POC/WIP accounting, forecasting, project controls, billing, permitting, restoration, and revenue recognition.
- Exceptional leadership, communication, financial analysis, and negotiation skills.

Pay: $185,000.00 - $210,000.00 per year
