Why does the job exist?
This position will provide administrative management and clinical supervision to statewide fostering connections county managers responsible for provision of older youth services, including child protective services, permanency planning services for youth 14-17 years old, Extended Foster Care services for 18-21 year olds, Aftercare services for 21-26 year olds, resource parent recruitment and housing development, Regionally and Statewide pertaining to the older youth population of New Mexico. Position works collaboratively with regional managers within other service areas of CYFD, as well as managers in Juvenile Justice and Behavioral Health Divisions. This position will provide analysis, evaluation and decisions related to the issues directly impacting clients and will develop strategies and goals to meet the strategic plan of the agency related to older youth direct services across the state of New Mexico. This position works collaboratively with CPS regional managers within other service areas of CYFD, as well as managers in Juvenile Justice and Behavioral Health Divisions. In addition, this position will consult with community leaders and the judiciary to ensure Extended Foster care statute is followed to ensure delivery of services to youth and young adults.
How does it get done?
The Deputy Director of Fostering Connections leads statewide operations by working closely with Associate Deputy Directors, regional leaders, and program staff to ensure consistent implementation of practice standards and priorities. The role reviews data, identifies trends, and guides corrective actions to improve outcomes for youth transitioning from foster care to adulthood.
The Deputy Director collaborates with fiscal, policy, legal, and compliance teams to meet federal and state funding and reporting requirements, and provides oversight for key programs and contracts such as Transitional Living for Youth Adults (TLYA) and Emergency Medical Services (EMS). The role supports staff through supervision, coaching, and continuous quality improvement practices.
This position contributes to strategic planning, participates in legislative processes, prepares and monitors budgets, and ensures youth interests are represented in agency decision¿making.
The Deputy Director also assists with reestablishing the Extended Foster Care (EFC) Advisory Committee, finalizing policies and procedures, and overseeing records¿management practices to strengthen statewide consistency and program integrity.
Minimum Qualification
Bachelor's Degree in Social Work, Psychology, Guidance and Counseling, Education, Sociology, Criminal Justice, Criminology, or Family Studies/Services and ten (10) years of experience as a social work assistant and/or in social or community coordination, working with communities, working on health or social service related matters, social work/case management experience, health care, and/or behavioral health care, of which four (4) years must be supervisory experience. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling fourteen (14) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Pre-employment background investigation is required and is conditional pending results.
Working Conditions
Work is performed in an office setting: late hours, weekends, on-call and callback work may be required. Will be exposed to regular periods of video display terminal and keyboard usage and stressful situations. Extensive travel is required. Possible exposure to irate clientele. Incumbent will work under stress and frequent time constraints.
