ROLE SUMMARY
The Adult Residential Facilities (ARF) Program Manager oversees the day-to-day operations of the Mental Wellness Center's residential program serving adults living with mental illness. This role provides operational leadership through staff supervision, program coordination, regulatory compliance, and residential services oversight to ensure a safe, stable, and recovery-oriented environment.
The Program Manager serves as the primary supervisor for program leadership staff, assistant administrators, and residential staff while ensuring program operations align with Community Care Licensing (CCL) requires, contractual obligations, and organizational standards.
CORE RESPONSIBILITES

Oversee the daily operations of assigned residential facilities, ensuring safe, high-quality, recovery-oriented services.
- Supervise, coach, and support program leadership, residential staff, and assistant administrators.
- Manage staffing, scheduling, recruitment, onboarding, and employee development to ensure consistent program coverage.
- Coordinate resident care with internal teams and community partners to promote stability, recovery, and person-centered services.
- Ensure compliance with Community Care Licensing (CCL), funding requirements, agency policies, and documentation standards.
- Monitor program performance, quality outcomes, and operational needs while identifying opportunities for continuous improvement.
- Prepare reports, support licensing reviews and audits, and maintain accurate program records.
- Participate in an on-call rotation and respond to urgent operational or resident needs.
- Collaborate with leadership and community partners to advance the Mental Wellness Center's mission and support organizational initiatives.
Education & Experience

Master's degree in Behavioral Health, Social Work, Psychology, Counseling, or related field.

Clinical licensure or licensure-track preferred.

Minimum two years of direct service experience working with adults living with mental illness.

Minimum two years of supervisory experience.
- Experience in residential behavioral health programs preferred.
Licenses & Certifications

Valid driver’s license and acceptable driving record consistent with MWC’s policy and insurance requirements if driving is required.

ARF Administrator Certification preferred or ability to obtain within nine months.

CPR, First Aid, and CPI certification, or ability to obtain within 60 days.
Knowledge, Skills & Abilities

Ability to provide effective leadership, supervision, and performance management.

Strong verbal and written communication skills, including report writing and documentation.

Ability to manage multiple priorities, exercise sound judgment, and effectively coordinate program operations.

Proficiency with Microsoft Office and electronic recordkeeping systems.
