Position Summary
Performs highly advanced (senior-level) strategic statewide contract administration and vendor management work for internal and external customers. Work involves overseeing the administration of statewide strategic information technology contracts by defining contract and vendor management principles, establishing contractual requirements, negotiating, and monitoring vendors and contracts. Works under the limited supervision of the Director of the Contract Management Office with extensive latitude for the use of initiative and independent judgment.
The ideal candidate will have the ability to highlight their strengths in the following functions:
- Serves as the team lead for the Contract Management Office staff, providing support and guidance to other team members and serves as backup support to the agency Contract Management Office Director. Serves as a resource to other Chief Procurement Office staff on escalated issues of an unusual nature; Provides guidance and training and assists the CMO Director in coordinating special projects or work activities for other CMO staff as needed.
- Oversees the operations and activities of monitoring contract performance, ensuring contract compliance, developing, and tracking key metrics, fiscal data, identifying cost savings. Develops short- and long-term strategies and goals for the administration of contracts; prepares contracts; assists in developing negotiation strategies; and awards new contracts.
- Oversees the processing of contract documents in alignment with contract and vendor management principles and ensures that management understands and authorizes contract terms. Works with Office of General Counsel on contract terms, clauses, and other related updates to contract management documents.
- Investigates and resolves discrepancies, complaints, and disputes by negotiating settlement agreements or by suspending or terminating contracts and assessing outcomes for risk management.
- Serves as the principal contract liaison between agency management, contractors, the Legislature, and other customers.
- Supports the review and analysis of legislation related to procurement and contract management, including tracking legislative bills, and assisting with bill analysis.
- Leads discussions and development of standard operating procedures (SOPs) and related refinement of processes. Coordinates and oversees all templates and policy and procedure updates for department. Plans, develops, and conducts presentations.
