Quality Improvement Specialist
Summary:
Under the direct supervision of the Quality Improvement Manager, the Quality Improvement Specialist will support the Quality Improvement Team at L.A. CADA (“Agency”). This role is responsible for helping the Quality Improvement Team. Ensure that all Agency programs operate in compliance with all applicable regulations, including but not limited to Drug Medi-Cal regulations and CARF (Commission on Accreditation of Rehabilitation Facilities) accreditation standards. The Quality Improvement Specialist will assist in developing, implementing, and monitoring the Agency’s Quality Improvement Program and will work collaboratively both within the Quality Improvement Team and with other internal stakeholders to ensure adherence to regulatory requirements.
Essential Job Functions:
- Conduct regular clinical and administrative chart audits to assess adherence to compliance standards, especially organizational compliance with Drug Medi-Cal requirements, requirements of L.A. County Department of Public Health, Substance Abuse Prevention and Control (“SAPC”), CARF standards, as well as all other applicable federal, state, and local regulations.
- Engage in all pre-audit procedures, including collection and review of program documentation, as well as any other documents relevant for compliance auditing purposes.
- Maintain accurate and comprehensive records and data of Quality Improvement activities, findings, and corrective actions.
- Assist in identifying analyzing trends, gaps, and areas for improvement based on audit findings and outcome data.
- Deliver and/or assist with delivering reports and CAPs to Program Management. Review CAPs with Program Management every 30, 60, or -90 days, or as needed. Collaborate with clinical and administrative staff to provide staff training on documentation standards, best practices, and quality expectations.
- Assist with drafting, reviewing, and updating policies and procedures to align with Agency needs and with current regulatory requirements.
- Support quality improvement efforts by identifying service and operational risks and working with leadership to strengthen systems and processes. Assist in developing solutions that promote compliance, improve outcomes, and support organizational excellence. Participate in follow-up and analysis of quality or compliance-related incidents under the guidance of the Quality Improvement Manager.
- Participate in quality improvement initiatives to enhance organizational practices and processes in line with accreditation and regulatory standards.
- Stay current and become educated on changes to Medi-Cal, CARF, and other regulatory standards, as well as other relevant guidelines and policy updates.
- Prepare reports for the Quality Improvement Manager and/or other members of Agency leadership, as needed Support the Quality Improvement Team in all aspects of L.A. CADA’s compliance efforts as needed or as requested by the Quality Improvement Manager.
- Communicate and collaborate with Quality Improvement Manager, Officer of Regulatory Affairs, Compliance Accreditation Specialist, Health and Safety Team, QA Management, Human Resources, Compliance Team and other Program Management and staff concerning compliance standards and regulations as needed.
- Other tasks and projects may be assigned by the Quality Improvement Manager and/or the Quality Assurance Director.
Qualifications:
- Must be able to obtain and maintain Live Scan clearance, pre-employment physical, TB test and drug test.
- Excellent organizational, analytical, and problem-solving skills; strong attention to detail; effective written and verbal
Communication skills.
- Proficiency in Microsoft Office Suite and familiarity with other common technology platforms.
- Must demonstrate a high level of integrity and ethical behavior in working with sensitive and confidential information.
- Must have the ability to work independently, demonstrate flexibility, and pay close attention to detail.
- At least 1-2 years prior experience in a compliance or quality assurance role within a healthcare or non-profit organization, with a focus on Drug Medi-Cal and/or CARF standards.
- Prior experience with documentation and provision of services according to the SAPC Provider Manual highly preferred
- Current registration as a RADT-I or certification as a Substance Use Disorder (SUD) Counselor is required.
Education: at least a high school diploma required; some college education and/or bachelor’s degree preferred.
Working Conditions and Physical Demands:

- Ability to lift, pull, push to 15 lbs. and work in physically demanding, dynamic environments.
- May be required to travel to different sites and scheduled trainings as needed.
- Frequent sitting, standing, walking, and reaching during the normal course of a shift.
- The normal work routine involves no exposure to blood, body fluids, or tissues, but exposure or potential exposure may result as a condition of employment. Appropriate personal protective equipment will be readily available to every employee engaged in potential exposure.
Supervision:
- Supervision: The employee is responsible for a variety of routine tasks, operates within established policies and procedures, and receives detailed instructions on new projects and assignments from direct supervisor.
- Supervision Given: This position does not require supervisory responsibilities for staff within the Program.
Pay: $23.06 - $26.41 per hour
