Description of Agency / Work
KBS seeks a Project Manager / Lead Subject Matter Expert to support the USDA Forest Service ORMS Correspondence and Content Management Support Services program.
Serves as the single point of accountability and sole key person for ORMS correspondence and content management support. Leads program management, executive engagement, and quality control while functioning as the senior subject-matter authority across records management, FOIA and Privacy Act, FACA, Section 508, and technical writing.
Key Responsibilities
- Plan and maintain the Project Management Plan, work breakdown structure, schedule, and risk and quality management approach.
- Produce Monthly Progress, Annual Summary, and Special Status Reports.
- Lead development of Standard Operating Procedures across the nine ORMS program areas.
- Manage executive agendas, facilitate meetings, and document minutes, actions, and decisions.
- Own the Quality Control Plan and surveillance response.
- Oversee FACA member-qualification reviews and Section 508 compliance.
- Serve as primary interface with the CO, COR, and ORMS Staff Program Manager.
Required Qualifications
- Minimum 10 years providing business services to Federal organizations.
- SME standing in Federal records management, FOIA and FACA, Section 508, and Federal technical writing.
- Minimum 2 years’ hands-on experience with Federal correspondence management systems.
- Must be a U.S. Citizen
Preferred Qualifications
- Bachelor's degree. (or High School plus 4 years per GSA substitution)
- PMP certification preferred.
- Natural-resource or USDA-family agency experience preferred.
- Direct ICCT, ECMM, or CoRe, or comparable Federal correspondence-system experience preferred.
