Panhandle Health District is seeking a detail-oriented and motivated ICP Analyst 1 to support the Institutional Controls Program (ICP) in Kellogg, Idaho.
The ICP Analyst 1 supports the Institutional Controls Program in the administrative area of the Bunker Hill Superfund Site by assisting with inspections, reviews, and compliance checks to ensure adherence to ICP rules. Success in this role requires developing a comprehensive knowledge of the program in order to work with limited supervision to analyze, review, inspect, and ensure adherence to ICP rules. Under supervision, this entry-level role helps coordinate with program partners and stakeholders while gaining knowledge of program regulations and procedures.

Qualifications and Proficiencies:
- Foundational understanding of scientific methods used in environmental sampling and monitoring
- Willingness to learn and assist in the collection and analysis of environmental data
- Familiarity with technical manuals and regulations, with a willingness to apply them
- Competence in following basic scientific principles and performing routine tasks according to established guidelines with minimal supervision and general direction
- Experience in following basic scientific methods to understand cause-and-effect relationships in common situations
- Analytical abilities to analyze rules, policies, or guidelines and identify potential issues or areas for improvement
- Proven written and verbal communication skills and ability to deliver educational presentations
- Proficiency in Microsoft Office programs and general data entry
- Obligation to complete 40-hour OSHA hazardous waste operations and emergency response training, with an annual 8-hour refresher
- Valid driver's license (Idaho or Washington) or ability to obtain one if relocating
- National Incident Management System (NIMS)/Incident Command System (IS)100, 700 within one (1) month of employment
Physical Requirements:
Due to the need for all Health Department personnel to respond to public health emergencies, the employee must be assessed for his/her ability to meet the physical demands of performing the following activities:
- Engage in the following movements: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, fingering, grasping, feeling, and writing and repetitive motions.
- To move objects, exert up to 30 pounds of force occasionally and/or a negligible amount of force constantly.
- Hearing ability sufficient to communicate effectively in person and over the phone.
- Visual ability must be sufficient to read typewritten documents, computer screens, and drive a car
