ESSENTIAL FUNCTIONS:
The Fiscal Manager is responsible for the financial administration, compliance oversight, and fiscal monitoring of federal and state funded programs. This role serves as the organization’s subject matter expert on grant compliance and works closely with program leadership to ensure that funding received from agencies such as DOE, HHS, SAMHSA, and SSA is managed in accordance with applicable regulations, award requirements, and organizational policies.
RESPONSIBILITIES:
Fiscal Operations
· Oversee and/or perform full-cycle accounting including general ledger, journal entries, accruals, and month-end/year-end close
· Prepare monthly financial statements including variance analysis against budget and grant budgets
· Maintain chart of accounts and ensure proper grant, program, and cost center coding
· Support leadership with financial analysis, forecasting, and cash flow projections
· Oversee full A/P cycle: invoice intake, coding to correct grant/funding source, approval workflow, and payment processing
· Ensure expenses meet federal allowability standards under 2 CFR 200 Subpart E (allowable, allocable, reasonable)
· Review supporting documentation for completeness and audit compliance
· Maintain vendor files, W-9s, and 1099 reporting
· Implement and monitor internal controls including segregation of duties
· Prepare and submit grant invoices, reimbursement requests, and federal drawdowns
· Reconcile grant revenue to general ledger
· Track receivables and follow up on outstanding balances
· Manage deferred revenue and program income tracking where applicable
· Ensure accurate and timely reporting to funding agencies
· Oversee payroll processing including allocation of salaries across multiple grants and cost centers
· Ensure compliance with federal time and effort reporting requirements
· Reconcile payroll to general ledger monthly
· Review payroll tax filings and benefit deductions
· Maintain supporting documentation for audit purposes
· Ensure expenses are coded correctly and supported by receipts
· Reconcile statements monthly
· Enforce internal policies and spending controls
· Perform and review bank reconciliations, credit card reconciliations, and balance sheet reconciliations monthly
· Reconcile grant expenditures to funder reports
· Review and post adjusting journal entries
· Maintain reconciliation documentation for all accounts
· Close books within established timelines
Federal Compliance & Audit
· Ensure compliance with OMB Uniform Guidance (2 CFR Part 200)
· Apply cost principles (Subpart E) consistently across all transactions
· Lead Single Audit preparation (Subpart F), including SEFA development
· Coordinate with external auditors and respond to audit requests
· Develop and maintain internal controls aligned with COSO framework
· Ensure audit findings are resolved and corrective action plans implemented
· Maintain audit-ready documentation for all funding sources
MINIMUM QUALIFICATIONS or REQUIREMENTS:
· Bachelor’s degree in Accounting or Finance (CPA preferred)
· Nonprofit accounting experience (preferred)
· Direct experience with federal or state grants
· Strong knowledge of 2 CFR 200 and Single Audit
· Experience with accounting and payroll systems (e.g., MIP, PayChex)
· Advanced Excel skills
