GENERAL DESCRIPTION:
This is an excellent opportunity for someone with strong analytical and problem-solving skills interested in building a career in healthcare technology, project management, and public administration spaces. It entails understanding and improving both processes and technology; understanding the impact technological and process change has on business users; applying this understanding to deliver better services to business users, providers, and the public; and keeping current on developing technology and security issues at the state and federal levels. The successful candidate will be able to coordinate and synthesize the needs of the state, federal government, providers, and Medicaid members and communicate these to a range of technology companies in order to continue to enhance the functions of the Wyoming Medicaid program.
The Project Analyst will support the Medicaid Project Management Office in all aspects of replacing, upgrading, and enhancing all Medicaid Enterprise Systems, including the benefits management system, the provider enrollment system, the fraud, waste, and abuse case management system, the system integrator/enterprise service bus, the electronic visit verification system, and the care case management system. These systems collectively represent the core data and payment processing systems for the Medicaid agency and process $600 million per year in claims. This position will work directly with a team dedicated to this project and will report to the Project Management Office Contracts and Planning Manager.
The Project Analyst will perform specialized program support for the Wyoming Integrated Next Generation System (WINGS), encompassing project management office operational activities and project-specific business analyst and support activities. These activities include request for proposal and requirement development; project management and support; module certification; software user acceptance test creation and execution; writing, research, and communication activities; process analysis; document management; financial management and support; and coordination and administrative duties.
The Project Analyst must be able to test new software and changes to existing software to ensure accuracy of output. The Project Analyst must also be able to effectively plan and facilitate meetings, take accurate notes, document decisions and action items during project meetings, and ensure appropriate follow-up. The Project Analyst must be able to apply judgment with respect to communications and confidentiality. This position requires advanced-level proficiency in the use of standard desktop applications and Google applications (mail, calendar, sites, docs) used by the State of Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.
Gather business, functional and non-functional requirements in an expeditious and effective manner.
Ensure validation of project requirements throughout implementation.
Perform user acceptance testing including development and execution of test cases and coordination with subject matter experts to ensure full coverage of the business need.
Interact with end users to ensure existing systems are meeting user needs.
Assist with the writing and editing of Requests for Proposals (RFPs) and serve as a resource for general status information related to the administration of RFPs.
Analyze planning, design, development, testing, piloting, implementation, maintenance and operations activities related to WINGS
Participate, when applicable, in the Change Control Board (CCB).
Manage contract-related questions and amendments on projects associated with WINGS.
Review project deliverables, provide feedback, and make recommendations as to approval when applicable.
Troubleshoot complex issues or technical problems and resolve or make recommendations on solutions.
Assess, document, and track project risks and develop strategies for risk mitigation.
Collaborate with project teams in order to organize, lead, and prepare module certification efforts, including the creation of evidence documentation and review of vendor evidence.
Lead evaluation teams for procurements and coordinate the evaluation and selection process on procurements associated with WINGS.
Assist with planning, note-taking, and compiling results from procurement activities, including Proposal Evaluation Teams, vendor fairs, and other procurement mechanisms.
Plan, prioritize, schedule, and coordinate meetings for appropriate WINGS team members as well as the broader department.
Write and review documents to support the project.
Develop and/or prepare correspondence, memoranda, reports and other project documents using appropriate word processing and spreadsheet tools.
Perform research and compile and maintain information in response to WINGS team member requests.
Perform scribe and note-taking functions in meetings as needed.
Create, update and distribute process documentation including process narratives and project business process flows.
Evaluate effectiveness of processes and advise administration and stakeholder groups and make improvement recommendations.
Perform workflow analysis for system users and apply analysis information to a long-term plan for the Department's MMIS, especially as they relate to other health and economic assistance programs.
Monitor timelines, resources and budget on projects associated with WINGS.
Manage project funding and funding requests and modifications on the smaller projects associated with WINGS.
Assist with State/Federal project funding requests and modifications (APDs), and WINGS budget/expenditures on the smaller projects associated with WINGS.
PREFERENCES:
A Bachelor's Degree in Business, Healthcare, Business Management, Computer Technology, or Public Administration (or similar degrees) with two or more years of progressive and successful experience in a business or project setting is preferred for this position.
Experience as a team member in large projects is preferred for this position, and related project management and business analysis experience or certifications should be noted in the application.
KNOWLEDGE:

Oral and written communication skills in order to communicate with a broad range of audiences, including administrators, legislators, contractors and staff. Ability to communicate with technical and non-technical audiences.

Knowledge and ability to effectively use Microsoft Visio.
