For more than 35 years, the Asian American Senior Citizens Service Center (AASCSC) has served culturally and linguistically diverse communities throughout Orange County. While our roots are in serving Asian American communities, our work has grown to support individuals and families from many cultural backgrounds through programs including Enhanced Care Management (ECM), Housing Community Supports, CalWORKs Home Visiting Programs, Older Adult Services, Family Services, Public Health initiatives, and other community-based support services.
As AASCSC expands its Behavioral Health Department, we are building something intentionally different.

Our whole-person model of care emphasizes collaboration across behavioral health, care management, housing, home visiting, and other community-based services to improve long-term health and well-being.

Position Summary
AASCSC is seeking a licensed behavioral health professional to serve as our Behavioral Health Clinical Manager, a unique leadership opportunity for someone who enjoys building programs, mentoring clinicians, strengthening clinical operations, and helping shape a growing outpatient behavioral health department.
Rather than stepping into an already established system, the Clinical Manager will partner closely with the Clinical Director to develop the clinical infrastructure, documentation systems, workflows, and operational processes that support high-quality, culturally responsive behavioral health services.
The Clinical Manager will also collaborate across AASCSC programs to strengthen integrated care and advance our whole-person approach to serving children, adults, older adults, and families throughout the communities we serve.

Primary Responsibilities
Clinical Leadership
- Provide clinical supervision to associate clinicians and trainees in accordance with California Board of Behavioral Sciences (BBS) requirements.
- Foster ethical, culturally responsive, trauma-informed, and evidence-informed clinical practice.
- Provide clinical consultation and case guidance.
Clinical Operations
- Partner in developing outpatient clinical workflows and service delivery processes.
- Help establish practical documentation systems, clinical templates, operational resources, and standard operating procedures.
- Collaborate on policy and procedure development.
- Support implementation and optimization of the department's electronic health record (EHR) system.
Integrated Care
- Collaborate across AASCSC programs to strengthen whole-person care.
- Partner with ECM, Housing Community Supports, CalWORKs Home Visiting Programs, and other internal teams to support integrated service delivery.
- Promote collaboration among multidisciplinary teams to improve client outcomes.
Workforce Development
- Mentor associate clinicians, graduate trainees, and future behavioral health professionals.
- Support AASCSC's commitment to developing a culturally responsive and bilingual behavioral health workforce.
- Participate in recruitment, onboarding, and professional development initiatives.
Strategic Department Development
- Partner with the Clinical Director in building and strengthening AASCSC's Behavioral Health Department.
- Participate in strategic planning, quality improvement, and program development initiatives.
- Help identify opportunities to improve clinical systems, workflows, and client experience.
- Contribute to the department's long-term sustainability and growth.

Minimum Qualifications
Required
- Active California license in good standing as an LCSW, LMFT, LPCC, or Licensed Psychologist.
- Meets applicable California requirements (i.e., Board of Behavioral Sciences and Board of Psychology) to provide clinical supervision within their discipline and scope of practice.
- Experience working in outpatient behavioral health settings.
- Demonstrated experience in clinical supervision, consultation, mentorship, or clinical leadership.
- Strong interpersonal, communication, collaboration, and organizational skills.
- Commitment to culturally responsive, trauma-informed, and integrated care.
Preferred
- LCSW strongly preferred.
- Experience in nonprofit or community behavioral health settings.
- Experience working within integrated or whole-person care models.
- Familiarity with Medi-Cal and community-based behavioral health systems.
- Experience supporting clinical operations, documentation systems, workflow development, quality improvement, or program implementation.
- Bilingual proficiency in Mandarin, Cantonese, Vietnamese, Korean, Spanish, or another language reflective of the communities we serve.
Compensation & Schedule
Compensation
$90,000–$110,000 annually (full-time equivalent), depending on experience, qualifications, and demonstrated leadership.
Schedule
This position is anticipated to begin at approximately 20 hours per week.
As part of AASCSC's planned Behavioral Health Department expansion, the organization anticipates the potential for this position to grow toward a full-time role beginning in the second year of implementation, contingent upon program growth, funding, and organizational needs.
