Description:
The Data & Qualitative Analyst supports ACL/AoD data receipt, preparation, cleaning, validation, analysis, interpretation, and reporting across AoD-funded programs. This role also conducts qualitative analysis of narrative and text-based information to supplement quantitative findings and support program oversight, statutory reporting, performance measurement, and decision-making.
Key Responsibilities:

Extract, transform, standardize, clean, validate, and organize program data from ACL systems and other authorized sources.

Conduct descriptive, diagnostic, comparative, longitudinal, cross-program, and qualitative analyses to identify trends, gaps, patterns, and outcomes.

Prepare data tables, narrative summaries, analytic findings, briefing materials, and decision-support products for technical and non-technical audiences.

Support PPRs, State Plans, Annual Work Plans, performance measures, Congressional inquiries, budget justifications, and other reporting needs.

Document data definitions, transformation logic, lineage, business rules, assumptions, validation criteria, and analytic limitations.
Requirements:
- Experience performing quantitative and qualitative data analysis for Federal or similar program reporting environments.

Knowledge of data cleaning, validation, reconciliation, quality assurance, metadata, documentation, version control, and reproducible analytic practices.

Ability to identify, code, synthesize, and present themes and insights from narrative or text-based data.

Experience preparing analytic products, narrative reports, summaries, data tables, and findings for leadership, program staff, or public-facing audiences.

Ability to work under concurrent reporting cycles and respond to routine and urgent data calls with accurate, well-documented outputs.
