The City of Oxnard's Finance Department is seeking Senior Financial Analysts with strong technical skills to be part of our talented Budget team. The ideal candidates will have experience in budget development and analysis and will also be interested in working with large volumes of data. This position will be responsible for basic principles, methods and practices of municipal finance, budgeting and accounting.
WHAT YOU’LL DO (dependent upon specific work assignments of each position):
Participates in preparation of Citywide mid-year update and annual budget. In addition, the position will lead the Citywide preparation of the annual personnel budget in coordination with City departments and under direction of the Budget Manager
Participates in fiscal year-end carryover analysis, monthly/quarterly/year-end budget to actual variance identification and analysis, and recommends any resolving actions needed
Participates in ERP setup and maintenance related to budgeted accounts, projects, etc., reviews requests and recommends approval or modification
Participates in Committee & Council agenda review and provides financial related recommendations to management
Participates in identifying and testing new ways to utilize OpenGov budget software to enhance the budget production and monitoring processes
Leads technical OpenGov budget software annual and mid-year budget instance set-up requiring timely and accurate reconciliation of large volumes of data
Coordinates with external consultants and internal departments as needed and leads input to City systems including reconciliation of Cost Allocation Plan (CAP) Updates and Internal Service Fund allocations required during the annual budget process
Perform other duties of a similar nature and level as assigned

DISTINGUISHING CHARACTERISTICS:
This classification is distinguished from the Administrative Services Analyst in that it performs advanced professional financial, managerial and/or operational analysis work and/or provides professional program analysis, evaluation and administration. May lead professional level staff and may serve as a designated subject matter expert.
SUPERVISION EXERCISED / SUPERVISION RECEIVED:
Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of any unusual or irregular issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management. May supervise paraprofessional staff and less than two professional staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the work assignment staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

NOTE:
For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools. Candidates must be proficient and comfortable with computer use to perform functions associated with ongoing work.
Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.
Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.
This position requires a 12-month probationary period. Internal applicant probationary periods will be governed by the applicable MOU.
