Position Summary
We are recruiting for a full-time Procurement and Facilities Manager responsible for overseeing the organization’s physical workplaces and the strategic sourcing of goods and services. This role ensures compliance with all applicable federal, state, local, and agency regulations; manages vendor contracts; oversees building safety; supervises the maintenance team; and manages budgets to support operational efficiency.
Responsibilities
- Oversee physical workplaces across all agency locations.
- Manage strategic sourcing of goods and services.
- Ensure compliance with federal, state, local, and agency purchasing regulations.
- Manage vendor contracts and relationships.
- Ensure building safety and regulatory compliance.
- Supervise and evaluate maintenance staff.
- Maintain accurate records and reports.
- Prepare clear and concise procurement documentation.
- Coordinate multiple tasks and work professionally with agency staff, vendors, and government personnel.
- Read and interpret state and federal regulations related to procurement.
Required Education and Experience
- Bachelor’s degree in business administration or related field.
- Minimum of three (3) years of experience in federal and/or state purchasing and procurement.
- Certified Professional Public Buyer and/or Virginia Contracting Officer certification.
- Valid Virginia driver’s license with an acceptable driving record.
OR
- Any equivalent combination of education, training, and experience providing the required knowledge and abilities.
Preferred Experience
- Five (5) years of federal and/or state purchasing and procurement experience.
Required Knowledge, Skills, and Abilities
- Virginia government procurement laws and accounting principles.
- Agency procurement methods and procedures.
- Laws and regulations governing purchasing goods and services.
- Safety best practices and OSHA regulations.
- Ability to train, supervise, and evaluate staff.
- Strong recordkeeping and reporting skills.
- Ability to write clear and concise correspondence and documentation.
- Ability to work constructively with staff, vendors, landlords, and government officials.
- Ability to coordinate multiple tasks effectively.
- Ability to read and interpret state and federal regulations.
Special Work Conditions
- Ability to lift up to 35 pounds. May require evening work or travel throughout the commonwealth, including overnight travel to support agency functions.
Fingerprints, State and FBI criminial records reports, drug tests, and central registry report will be required upon selection. Our agency maintains a drug free workplace.
Salary Range
Grade: S-N12
Annual Salary: $72,824 – $84,961
Includes excellent fringe benefits.
