Job Description
This role leads end-to-end Microsoft 365 modernization for a mission-critical federal program, spanning the full lifecycle from initial technical discovery through migration execution, governance implementation, and sustainable operations. The Lead performs and owns the discovery and planning baseline, then drives migration and configuration work through to completion — accountable for technical and governance outcomes at every stage, in collaboration with the Program/Project Manager.
The ideal candidate combines deep hands-on M365 and SharePoint technical expertise with the discipline, communication skills, and security maturity required to operate in a classified, multi-fabric environment. This is a leadership role: the Lead manages a delivery team, coordinates with the customer and technology partners, and is personally accountable for the quality and timeliness of all work products.
Responsbilities
SharePoint Discovery & Inventory: automated and manual inventory of SharePoint farms, site collections, content, permissions, ownership, metadata, customizations, and technical debt across multi-fabric environments
Workflow & Forms Assessment: inventory and classification of Nintex, SharePoint Designer, and InfoPath workflows and forms by criticality, complexity, and Power Platform modernization path
Power Platform Assessment: tenant configuration review, connector usage analysis, licensing mix evaluation (G3/G5, X3/X5), and governance gap identification across fabrics
Migration Readiness & Sequencing: readiness scoring, wave sequencing, content migration strategy, and constraint identification across SharePoint SE to SPO, file shares to OneDrive, and Exchange workloads
AvePoint Fly: configuration, compatibility validation, and migration execution in classified environments
Enterprise M365 Governance: design and implementation of holistic governance frameworks spanning SharePoint, Teams, OneDrive, Exchange, and Power Platform — including provisioning standards, lifecycle policies, metadata, taxonomy, records management, and DLP
Collaboration Decision Frameworks: development of decision matrices defining where requirements should be fulfilled across SharePoint, Teams, Power Apps, ServiceNow, Confluence, and integrated tools
Power Platform Governance: environment strategy, app intake and approval, DLP connector policies, and Shadow IT controls
Security & Compliance: M365 security posture assessment against NIST 800 series and federal/IC benchmarks; Microsoft Purview compliance review including sensitivity labeling, retention, and eDiscovery readiness
Identity & Access Management: identity, authentication, and permissions assessment across low-side and high-side fabrics; cross-domain connectivity and data flow analysis
Zero Trust & Copilot Readiness: governance framework alignment to NIST 800 series and Zero Trust principles; M365 Copilot readiness including metadata governance and sensitivity labeling prerequisites
Dependency & Risk Management: dependency and risk register development, mitigation planning, fabric availability assessment, and ongoing burn-down reporting
Migration & Modernization Roadmap: phased roadmap development with wave sequencing, ROM cost estimates, alternative sequencing options, and leadership-ready briefing materials
Migration Execution: wave-based factory delivery of SharePoint, OneDrive, and Exchange migrations with pre-flight validation, cutover controls, rollback capability, and post-migration exception management
Workflow Modernization Execution: Nintex/K2 to Power Platform conversion using sprint-based factory model with DLP guardrails, UAT cycles, and controlled cutovers
Training & Operational Handoff: role-based training programs, runbooks, playbooks, governance knowledge transfer, and post-migration stabilization support through steady-state transition

Required Skills
Active TS/SCI w/ CI Poly is required
8+ years of Microsoft 365 / SharePoint experience with direct delivery in federal or classified environments
Demonstrated hands-on expertise with SharePoint Online architecture, site governance, information architecture, and permissions management
Experience managing or executing SharePoint migration programs including wave-based delivery models
Experience with AvePoint Fly or comparable enterprise migration tooling
Experience with Nintex, K2, or similar workflow platforms and Power Platform modernization
Working knowledge of Power Platform governance: environment strategy, DLP policies, app lifecycle, and Shadow IT controls
Understanding of Microsoft Purview: sensitivity labeling, retention policies, compliance assessments, and records management
Familiarity with NIST 800 series controls and Zero Trust architectural principles as applied to M365
Ability to lead a delivery team and coordinate across stakeholders, security officers, and technology partners
Strong written communication skills; able to produce executive-ready briefing materials, roadmap documentation, and technical reports

Desired Skills
Prior experience supporting federal Intelligence Community programs
Hands-on experience with M365 GCC High or classified M365 fabric deployments
Direct experience with cross-domain solution (CDS) environments and high-side to low-side data transfer controls
Familiarity with Confluence, ServiceNow, and their interaction with M365 in enterprise environments
Experience designing or implementing collaboration platform decision frameworks and consolidation strategies
Knowledge of M365 Copilot readiness practices and AI governance considerations
Experience with AvePoint governance or migration products beyond Fly (e.g., Cloud Backup, Policies & Insights)
