Position Summary
Advocate IT is seeking a highly experienced Senior Organizational Development Consultant / Executive Leadership Coach to support strategic implementation and leadership coordination for a federal regulatory customer. This individual will serve as a senior subject matter expert supporting executive-level coordination, enterprise alignment, milestone tracking, implementation planning, and decision support across a complex, multi-office compliance environment.
The successful candidate will help senior leadership translate high-visibility regulatory, policy, and operational priorities into structured implementation plans, decision frameworks, performance measures, milestone tracking processes, and cross-office coordination mechanisms. This role requires demonstrated experience supporting executive leadership, organizational development, strategic implementation, and enterprise-level change management in federal regulatory or similarly complex institutional environments.
This position is considered Key Personnel and is contingent upon customer acceptance.
Key Responsibilities
- Provide strategic implementation and leadership coordination support for cross-office compliance initiatives
- Facilitate executive-level coordination, decision support, and structured leadership engagement
- Synthesize complex, multi-office inputs into clear decision frameworks, briefing materials, action trackers, and executive-ready recommendations
- Support enterprise alignment across multiple offices by developing communication mechanisms, shared reference materials, and coordination processes
- Identify inconsistencies, gaps, dependencies, handoff issues, and execution risks across organizational components
- Support milestone tracking for high-visibility initiatives involving deadlines, deliverables, interdependencies, and accountability across multiple offices
- Design tracking frameworks that reflect how work flows across offices, leadership structures, and operational processes
- Support strategic implementation planning for Presidential, HHS, FDA, CDER, and compliance-related priorities
- Conduct assessments of existing strategic plans, operational plans, procedures, practices, and business processes
- Develop baseline measurements, performance measures, roadmaps, and implementation plans to assess and improve execution effectiveness
- Facilitate leadership discussions, working sessions, planning meetings, and executive coordination activities
- Support organizational development, change management, and leadership execution in a complex federal regulatory environment
- Prepare reports, briefings, roadmaps, trackers, decision memos, and other client-ready deliverables
- Maintain confidentiality and professionalism when handling sensitive operational, regulatory, or leadership information
Minimum Qualifications
- Master’s degree in organizational development, public administration, industrial-organizational psychology, business administration, human-systems integration, or a closely related field
- At least ten (10) years of demonstrated experience in management consulting, organizational development, strategic implementation, executive advisory support, or related professional services
- At least five (5) years of senior-level experience supporting executive leaders, enterprise initiatives, or complex multi-stakeholder programs
- Demonstrated experience facilitating executive-level decision-making and coordinating cross-functional initiatives
- Demonstrated experience supporting leadership execution of strategic priorities
- Experience with implementation planning, milestone tracking, program coordination, and execution management
- Experience coordinating activities across multiple organizational units or offices
- Ability to synthesize complex information into clear, actionable executive-level materials
- Strong written and verbal communication skills
- Strong facilitation, stakeholder engagement, and executive presence
- Ability to work independently and deliver high-quality work products with limited oversight
- Ability to complete customer onboarding and security requirements prior to beginning billable work
Specialized Experience
Candidates should demonstrate experience in one or more of the following areas:
- Organizational development and strategic implementation
- Executive leadership coaching or executive advisory support
- Enterprise-level program coordination
- Cross-office or cross-functional leadership alignment
- Milestone tracking and performance management
- Change management in complex institutional environments
- Federal regulatory operations, compliance, enforcement, or oversight
- Strategic planning, operational planning, and business process assessment
- Development of implementation roadmaps, dashboards, performance measures, and decision-support tools
Applied Neuroscience / Behavioral Science Experience
Experience applying neuroscience, behavioral science, neuro-leadership, human factors, or organizational psychology principles to organizational strategy, change management, leadership support, or enterprise execution is strongly preferred.
Relevant experience may include:
- Published research, white papers, presentations, or thought leadership
- Case studies involving neuroscience-informed organizational interventions
- Formal training, credentials, or certifications in applied neuroscience, neuro-leadership, behavioral science, or related disciplines
- Demonstrated use of behavioral science principles to improve leadership effectiveness, organizational alignment, decision-making, or implementation outcomes
Preferred Qualifications
- Direct experience supporting FDA, CDER, or other federal regulatory agencies
- Familiarity with FDA’s operational structure, compliance functions, and regulatory frameworks
- Experience supporting compliance, enforcement, inspection, quality, pharmaceutical, life sciences, public health, or regulatory oversight functions
- Familiarity with frameworks or regulatory concepts such as the FD&C Act, DSCSA, GDUFA, or related FDA authorities
- Experience supporting senior federal executives, SES-level leaders, or equivalent senior leadership teams
- Experience working in fast-moving, high-visibility policy or regulatory environments
- Experience developing executive briefings, decision papers, implementation roadmaps, milestone trackers, and performance management tools
- Experience supporting HHS, FDA, NIH, CMS, CDC, or comparable federal health agencies
Professional Certifications
At least one relevant professional certification is preferred, such as:
- Project Management Professional (PMP)
- Certified Management Consultant (CMC)
- NeuroLeadership Institute certification or equivalent applied neuroscience credential
- Organizational Development Certified Professional (ODCP)
- Registered Organization Development Consultant (RODC)
- Change management certification
- Other equivalent credentials demonstrating professional standing in strategic implementation, organizational development, executive coaching, or leadership advisory services
Work Location
Work will be performed primarily at the contractor’s site or remotely. Meetings with federal customer staff may be held at FDA’s White Oak Headquarters located at:

Candidates must be able to support meetings during normal business hours and travel to the Silver Spring, Maryland area as required.

Pay: $175,000.00 - $195,000.00 per year
