This role is classified as Exempt and non-Union.
The salary range is from $102,383 up to $127,979 annually depending on skills and experience.
Summary of Job
Under the direction of the Deputy Chief Real Estate Investment Officer ("Deputy CREIO") and in close coordination with the Chief Real Estate Investment Officer ("CREIO") the senor development manager independently manages complex affordable housing, mixed-income redevelopment, acquisitions, dispositions financing, construction, planning, and strategic implementation projects. The roles primary focus is projects execution and affordable housing development delivery, including financial and property transaction closings. The position advances DHAs real estate investment priorities by coordinating internal departments, consultants, public partners, community stakeholders, development partners, contractors, lenders, and legal counsel from project origination through completion.
The senior development manager is expected to exercise sound judgement, solve problems proactively, communicate clearly in public and internal settings, and discern which issues can be resolved at the project level and which require escalation to the Deputy CREIO, CREIO, executive team, or Board of Commissioners for discussion or descision-making.
Essential Duties
Project Leadership and Independent Management
- Independently manages assigned real estate development, redevelopment, planning, and strategic implementation projects, including schedules, budgets, work plans, risks, decisions, and follow-up items.
- Leads feasibility analysis, due diligence, entitlement, procurement, financing, design, permitting, construction, closeout, and transition activities for assigned projects.
- Coordinates internal review and decision-making with Finance and Accounting, Legal, Procurement, Housing Management, Resident and Community Connections, Communications, and Executive leadership.
- Provides concise recommendations to the Deputy CREIO, CREIO, Leadership Team, and Board of Commissioners that clearly identify options, tradeoffs, risks, deadlines, funding implications, and requested decisions
- Exercises discernment to determine when to resolve issues directly, when to seek guidance, and when to elevate matters because of policy, financial, legal, reputational, community, schedule, or strategic significance
- Other duties as assigned.
Ral Estate Development and Construction
- Manages partnerships, consultant scopes, development agreements, funding documents, closing materials, and other project documents in coordination with appropriate internal and external advisors.
- Coordinates applications and submissions for public and private funding sources, including grants, loans, tax credits, bonds, project-based voucher subsidies, local funds, and other financing tools, as applicable.
- Leads design consultant teams to implement project and agency goals.
- Reviews architectural, engineering, civil, landscape, and construction documents; monitors budgets, funding commitments, payment applications, change orders, contingencies, cost-to-complete projections, and schedule performance.
- Maintains organized project records, including approvals, correspondence, contracts, reports, budgets, schedules, meeting notes, community materials, decision logs, punch lists, warranty items, and reporting obligations.
Public Communication, Board, and Community Engagement
- Represents DHA in Board of Commissioners meetings, community meetings, resident engagement sessions, public agency briefings, neighborhood forums, partner meetings, and other external settings as assigned.
- Prepares and delivers clear, confident, audience appropriate presentations, including project updates, risk summaries, community engagement summaries, recommendations, and requests for direction or approval.
- Prepares written materials for internal and external audiences, including Board materials, staff briefings, community updates, partner communications, funding narratives, memos, talking points, and progress reports.
- Facilitated meetings with residents, public agencies, community stakeholders, development partners, consultants, contractors, and DHA staff in a manner that supports transparency, accountability, trust, and timely decisions .

- May supervise, mentor, or provide task directions to assigned staff, interns, consultants, and project team members.

Minimum Educational Requirements
- Bachelor's degree in business, real estate, finance, urban planning, public administration, construction management, architecture, engineering, law or related field.
- A combination of appropriate education and experience may be substituted for the minimum educational requirements.
Licenses and/or Certifications
Must have a valid Colorado driver license. Maintain driving record in accordance with DHA Policy.
Minimum Experience Required
- Progressively responsible experience in real estate development, affordable housing, redevelopment, public-private partnerships, real estate finance, construction management, project management, community engagement, or related work.
- Minimum of one (1) year experience supervising, mentoring, or providing task directions to staff, interns, or project team members.
- Previous project management skills preferred.
- Demonstrated knowledge of real estate development, construction management, affordable housing finance, public funding sources, entitlement/government permitting processes, procurement, local government, and applicable county, state, federal, HUG, IRS, and related regulatory requirements.
- Excellent organizational, time management, and analytical skills.
- Exercise high degree of initiative, judgement, and discretion in carrying out the work functions.
- Proficient in MS Suite applications and project management tools for scheduling, budgeting, estimating, document management and reporting.
- Excellent communication skills and ability to communicate complex information in plain language and deliver credible oral and written presentations to diverse audiences.
- Demonstrated ability to distinguish relevant from irrelevant information, evaluate alternatives, remain calm under stressful situations, and recommend practical, mission-aligned solutions.

Scope of Responsibility
The position has frequent contact with DHA staff, City agencies, public partners, residents, neighborhood organizations, private developers, contractors, consultants, funders, lenders, legal counsel, and other stakeholders. Regular contact with the Board of Commissioners or Board committees is expected as assigned.
Under general supervision, the employee has personal accountability for assigned projects and functions within established guidelines and objectives. The employee is expected to resolve problems that arise in the normal course of work, recommend project priorities and solutions, elevate significant issues appropriately, and exercise a high degree of initiative, judgment, discretion, and decision-making.
The position may supervise assigned staff and oversees consultants, contractors, development partners, and project participants assigned to DHA let work.
Physical, Mental, and Environmental Requirements
- Work is primarily in an office environment with regular visits to offsite locations, including development sites, community meeting locations, and field settings.
- Field work may involve walking, standing, sitting, climbing, reaching, talking, hearing, driving, lifting up to 10 pounds, and working outdoors in varying temperatures or atmospheric conditions.
- May experience high levels of stress resulting from human interactions, long and irregular hours, a high volume of work, and frequent interruptions.
