Introduction
The Pathways to Public Service Program is an initiative that strengthens the pipeline of diverse talent from local colleges and universities into District government roles. The program is designed to provide 12-month public service apprenticeships, professional mentorship, and direct hiring pathways for participants into full-time government employment. Participants gain practical skills and mentorship, while employers benefit from a pipeline of early-career talent, fresh ideas, and coordinated support from DOES and DCHR.
This position is located within the Department of Employment Services (DOES), Office of Paid Family Leave (OPFL). The mission of the OPFL is to plan, develop and administer a paid leave program for the District of Columbia under the provisions of the Universal Paid Leave Amendment Act of 2016 (“Paid Leave Act”). This role provides high-level administrative support by managing essential tasks that allow leadership to remain focused on strategic priorities and that further support the efficient administration of paid family leave benefits and collection of taxes. The primary responsibilities include conducting research, analyzing administrative operations, preparing reports, drafting and managing correspondence and communications, developing cost saving recommendations for the program, facilitating special projects and organizing and maintaining document management controls. The incumbent serves as a key liaison for OPFL management, ensuring efficient information flow, timely responses, accurate recordkeeping, and effective problem resolution. Other related duties may be assigned as needed.

Duties and Responsibilities
Responds to a variety of inquiries requiring technical knowledge and refers other inquiries to appropriate office staff or to other organizations, as required. Handles various requests for information and resolves or assists in resolving a variety of conflicts that may arise. Receives and screens incoming correspondence and determines appropriate action. Determines those that can be acted upon personally and takes necessary action. Refers correspondence requiring supervisor's attention to supervisor or other appropriate staff person. Maintains control records on incoming correspondence and action documents and follows up on work in process to ensure timely reply or action. Performs administrative and technical work to support the Office of Workers’ Compensation and its operations.
Apply broad and extensive technical and administrative procedures, methods, and techniques to support managers, supervisors, and high-level specialists. Prepares, receives, reviews, and verifies office documents. Maintains Office of Workers’ Compensation records, locates and compiles data/information from files for the development of reports. Keeps a project calendar and informs staff of deadlines, other important dates, and similar administrative support work. Receives requests for information from other offices within the agency concerning programs under the supervisor's control.
Qualifications
To participate in the Pathways to Public Service, you must have the following eligibility requirements:
- College graduate with a bachelor’s degree in either December 2025 or May 2026.
- Commit to being a resident of the District of Columbia within 180 days.
Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Tour of Duty: Monday - Friday 8:30 am - 5:00 pm
Operating Status: In-person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Pay Plan, Series, Grade:CS-0301-11
Collective Bargaining Unit: This position is not covered under collective bargaining.
Position Designation: This position has been designated as Security Sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
