Summary of Work
The Executive Secretary provides comprehensive administrative, regulatory, and operational support to the North Dakota Board of Counselor Examiners (NDBCE). NDBCE is a regulatory board for licensed counselors in the state including processing licensure applications, issuing and renewing counselor licenses, upholding ethical counseling practice, reviewing ethical complaints, updating administrative code, and ensuring accurate and up-to-date information is shared on the NDBCE website. The Executive Secretary ensures the efficient functioning of board activities, supports licensure and certification processes, and serves as a primary point of contact for board-related inquiries. They work closely with board members, applicants, licensees, and external partners to uphold requirements and support NDBCE’s mission.
Key Responsibilities
Licensure, Certification and Compliance
· Review applications for licensure and supervisory certification to ensure compliance with applicable statutes and administrative rules.
· Administer supervisor certification and monitor supervision plans, including extensions and licensure status as appropriate.
· Support the implementation and ongoing administration of the counseling compact.
· Identify and elevate applications requiring greater board review.
· Coordinate and manage background check processes for applicants.
· Verify licensure status of counseling providers.
· Administer, track, and review continuing education (CE) audits.
· Provide administrative support for CE approval requests.
Board Operations and Governance
· Prepare, attend, and record minutes for board meetings.
· Track complaints and maintain associated documentation.
· Support onboarding of new board members, including access to email accounts and required trainings.
· Maintain records in accordance with records retention policies.
· Monitor and maintain the board’s budget and financial activity.
· Perform general office duties, including tracking supplies and maintaining organizational systems.
Communication, Outreach, and Systems Support
· Serve as the primary contact and representative for board-related inquiries.
· Manage and update the board’s website to ensure accurate and current information.
Minimum Qualifications
· A minimum of a high school diploma or GED.
· A minimum of two years of work experience performing a variety of office support, clerical, or administrative assistant work.
· Proficiency with standard office software (e.g., Word, Excel, Cloud storage).
· Demonstrated clear, timely, and efficient written and verbal communication skills.
· Ability to maintain a high degree of confidentiality.
· Excellent prioritization, time management and organizational skills.
Preferred Qualifications
· Associate’s or Bachelor’s degree in a field related to public administration, business administration, legal studies, health administration, or a related field.
· Experience working on a regulatory board, licensing agency, government office, or healthcare related setting
· Familiarity with professional licensure processes, credentialing, or compliance review.
· Experience supporting board or committee meetings including scheduling, document sharing, and minute taking.
· Experience tracking budgets or supporting financial and procurement activities.
· Experience with records management and records retention requirements.
· Comfort working with databases, management systems, or web-based application platforms.
· Strong customer service skills.
Benefits: This is not a benefited position. This is a part-time position with an anticipated 15-20 hour of work per week.
