Pre-Construction Manager
Position Overview
We are seeking an experienced Pre-Construction Manager to lead and coordinate the pre-construction phase for commercial, public works, and government projects. The roles primary objective is to develop accurate estimates, create cost models and schedules, manage risk and constructability reviews, and deliver value-engineered solutions that align with client objectives and procurement requirements. The ideal candidate will bridge design and construction teams, support bidding strategy and client relationships, and ensure compliance with public procurement and contract requirements.
Key Responsibilities

Lead and manage the pre-construction process from project inception through bid submission, ensuring milestones and deliverables are met.

Develop detailed cost estimates, budgeting models, and conceptual cost analyses for commercial, public works, and government projects.

Coordinate with owners, architects, engineers, and internal teams to assess constructability and identify value engineering opportunities.

Prepare and present bid strategies, scope of work definitions, and proposal packages for both negotiated and competitive procurement processes.

Manage subcontractor and supplier prequalification, solicitations, and scope reviews in accordance with procurement and compliance requirements for public projects.

Create preliminary schedules, phasing plans, and milestone projections to support project planning and resource allocation.

Ensure estimates and proposals comply with government contract requirements, bonding, insurance, and regulatory standards.

Participate in client meetings, interviews, and presentations to communicate cost drivers, alternatives, and value propositions.
Qualifications

5+ years of progressive experience in construction pre-construction or estimating, with exposure to public works or government projects. (schools, libraries, government buildings, etc.)

Proven expertise in estimating methods, cost modeling, value engineering, and constructability reviews

Excellent communication, presentation, negotiation, and client management skills.

Valid drivers license and ability to travel to project sites and client meetings as required.
