The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.
This is a
promotional high level technical support position requiring the ability to provide technical leadership in the implementation and management of public cloud services. The incumbent will possess specialized skills in implementing public cloud service products. The nature of the work is highly complex and requires a deep understanding of people, processes and technology within the context of a large enterprise and government environment. The incumbent is required to have in-depth planning, design, and analysis skills. The incumbent may be required to coordinate and serve as liaison with multiple vendors for cloud services related initiatives.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

Overseeing the state’s capital construction program

Working to provide state and federal grants for community development

Development of the state budget

Providing technology services

Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate's degree in information technology plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Duties:

Lead the day-to-day administration, support, maintenance, and operational stability of enterprise cloud services and infrastructure supporting multiple state agencies across four enterprise cloud platforms with varying architectures, networking, and security models.

Coordinate the configuration, implementation, maintenance, and troubleshooting of cloud infrastructure, software-defined networking, security services, Remote Desktop Services, Linux and Windows system images, containerization technologies, application hosting services, and related platform technologies.

Perform highly complex root-cause analysis involving cloud connectivity, routing, firewall configurations, network security groups, identity and access management, DNS resolution, load balancing, and application access issues across multiple cloud environments and enterprise platforms.

Implement and maintain cloud operational standards, procedures, layered security controls, and best practices to ensure enterprise availability, reliability, compliance, and operational stability, including coordinating after-hours support and maintenance activities.

Advise and consult with agency representatives, application developers, system administrators, security personnel, vendors, and management on the design, implementation, integration, operational support, system performance, capacity planning, security, infrastructure modernization, and operational risk mitigation of cloud services.

Provide advanced technical analysis, documentation, troubleshooting, and guidance for highly complex cloud architecture, networking, accessibility, performance, and security issues affecting enterprise applications and services.

Plan and implement cross-platform cloud solutions and operational improvements while identifying and analyzing current and future cloud infrastructure, operational, and security requirements for supported agencies and enterprise services.

Evaluate cloud technologies, vendor solutions, emerging technologies, technical publications, and industry best practices to support operational objectives, long-term infrastructure planning, and enterprise systems engineering.

Develop and maintain technical procedures, system documentation, operational standards, and change management records in accordance with OTS policies, while facilitating knowledge transfer, mentoring, training, and technical leadership to promote consistent operational standards and continuity of support.

Perform special projects, technical analyses, studies, documentation, planning assignments, and other related duties as assigned.
Position-Specific Details:
Appointment Type: This vacancy will be filled by the promotion of a current, permanent-status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Career Progression: This position may be filled as an IT Statewide Engineer 1, 2 or 3depending on the level of experience of the selected applicant.
