Southern Development & Construction, established in 1994, is a growing heavy civil contractor specializing in complete site development services throughout Central Florida. Our projects include underground utilities, earthwork, paving, roadway improvements, multifamily developments, commercial sitework, residential subdivisions, and public infrastructure projects.
We are seeking an experienced Civil / Site Construction Project Manager to lead projects from preconstruction through closeout. The ideal candidate is a proactive leader with strong experience in site development and heavy civil construction who can successfully manage schedules, budgets, subcontractors, field coordination, contract requirements, and client relationships in a fast-paced environment.
This individual must be client-oriented while also understanding how to manage project scope, contract requirements, and change conditions to protect both project profitability and long-term client relationships.

Position Summary
The Civil / Site Construction Project Manager is responsible for overseeing all phases of civil and site development construction projects while ensuring projects are completed safely, on schedule, within budget, and in accordance with company and contract requirements.
The ideal candidate is organized, solutions-oriented, and capable of managing multiple projects while maintaining strong communication with field teams, owners, developers, engineers, inspectors, subcontractors, and vendors.
Key ResponsibilitiesProject Management
- Manage multiple civil/site construction projects simultaneously from award through completion
- Develop and maintain project schedules, budgets, cost forecasts, and production tracking
- Coordinate daily operations with superintendents, foremen, subcontractors, suppliers, and internal teams
- Lead project meetings and maintain strong communication with clients and stakeholders
- Drive project performance, accountability, production, and operational efficiency throughout the project lifecycle
Financial & Contract Management
- Manage project budgets, forecasting, cost tracking, and profitability
- Review and approve subcontractor invoices, pay applications, and change orders
- Review plans, specifications, scopes of work, and contracts for risk and compliance
- Manage RFIs, submittals, permits, change orders, and project documentation
- Assist with procurement, buyout, subcontractor negotiations, and material coordination
- Understand and manage project scope to ensure work performed aligns with contract requirements
- Identify out-of-scope work, change conditions, and potential cost exposures early in the project lifecycle
- Maintain strong client relationships while professionally managing contract expectations, project changes, and additional work authorizations
- Work collaboratively with owners, developers, engineers, and field teams to resolve issues while protecting company interests and maintaining project progress
Field & Team Coordination
- Work closely with field staff to support productivity, scheduling, safety, and quality
- Provide leadership and direction to project engineers and support personnel
- Build and maintain strong relationships with clients, developers, inspectors, utility agencies, subcontractors, and vendors
- Help improve operational processes, communication systems, scheduling workflows, and project management efficiencies
Safety & Quality
- Promote a culture of safety, accountability, and professionalism on all projects
- Ensure work meets company quality standards and contract specifications
QualificationsRequired
- Bachelor’s degree in Civil Engineering, Construction Management, or related field (or equivalent experience)
- 5+ years of experience managing civil/site construction or heavy civil projects
- Strong knowledge of underground utilities, earthwork, paving, grading, drainage, roadway, and site development operations
- Experience with project scheduling, forecasting, cost control, subcontractor coordination, and contract administration
- Ability to read and interpret construction drawings, specifications, and contract documents
- Strong leadership, communication, problem-solving, and organizational skills
Preferred
- Experience with multifamily, commercial, residential subdivision, municipal, or public infrastructure projects
- Knowledge of local and state regulations including DOT, utility, and environmental requirements
- Proficiency with Procore, Bluebeam, HCSS, Primavera P6, Microsoft Project, or similar construction management software
