The Pennsylvania Governor’s Office of General Counsel (OGC) seeks an attorney to serve as Assistant Counsel in the Office of Chief Counsel (OCC) at the Department of General Services (DGS) in the OCC’s Litigation Unit. This position will be classified as an Attorney 1 or 2 depending on the level of relevant experience possessed by the successful applicant. While based at the DGS OCC offices in Harrisburg, this position is eligible for a hybrid remote/in-office schedule of three days in-office per week, at the discretion of the General Counsel.
What You’ll Do
DGS is responsible for managing many of the Commonwealth's core business functions, including public procurement, construction, real estate, facilities, and fleet operations, making it a key partner in delivering government services across Pennsylvania. The DGS OCC is a fast-paced legal practice handling sophisticated litigation and providing strategic counsel on matters that shape major public projects, statewide procurement, and critical government operations across the Commonwealth.
As a member of the Litigation Unit, the successful applicant will represent DGS and as assigned, other Commonwealth agencies in a wide variety of civil litigation and administrative matters before the Pennsylvania Board of Claims, Commonwealth Court, state and federal courts, and administrative tribunals throughout the Commonwealth.
This position requires regular collaboration with DGS program staff, agency leadership, and attorneys across OGC to provide practical legal advice on matters that may result in or arise from litigation. Your work will include drafting and filing pleadings, motions, briefs, and other legal documents; preparing and responding to written discovery; conducting and defending depositions; interviewing witnesses; evaluating evidence; and developing legal strategies that advance the interests of the Commonwealth.

The successful applicant must possess solid written and oral communications skills, attention to detail, exceptional interpersonal skills, and an ability to foster trust and respect, including creating collaborative and responsive working relationships with colleagues and clients.
Required Qualifications
Applicants Must:
- Hold a Juris Doctor from an ABA-accredited law school
- Be admitted to the Pennsylvania Bar in good standing (or scheduled to sit for the July 2026 Pennsylvania or Universal bar exam)
