General Definition of Work
Performs complex professional and administrative work in planning, organizing and directing the financial activities of the County; does related work as required. Work is performed under the general direction of the County Manager. Supervision is exercised over all department personnel.

Essential Functions/Typical Tasks
Administer the systems and processes for the receiving, disbursing, and accounting of revenues and expenditures for the County. Work involves supervision of the budget, purchasing, accounting, collections, billing, cash investments and payroll operations.
The following functions are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position if the work is similar, related or a logical assignment to the position.
Directs and participates in the formulation and implementation of applicable finance policies in accordance with the Local Government Budget and Fiscal Control Act; reviews and monitors on-going administration of budget, accounting and billing processes and develops methods for improvement
Plans, organizes and directs all operations of the Finance Department; supervises a staff of accounting and payroll specialists; performs routine supervisory functions, including, hiring, evaluating, promoting, disciplining and/or recommending the termination of assigned employees
Assists the County Manager with a variety of tasks in projecting, developing and working with the annual budget process to include reviews of departmental budget requests for accuracy and justification of resource allocation and expenditures; assists Manager in preparation and presentation of final budget
Coordinates general operating and capital improvement budgets to include revenue and expenditure estimations; departmental budget reviews; preparation of budget amendments when necessary; estimation of available fund balances
Supervises and/or participates in posting and balancing of County ledgers, preparing payroll and related records, maintaining purchasing records; manages grants and disbursement of funds
Prepares a variety of fiscal and related accounting reports and records and files with appropriate governmental agencies, boards or commissioners
Submits to the County Manager and County Commissioners period statements of the financial condition of the County to keep them properly informed; attends meetings of County Commissioners and provides information as requested
Assists the auditors during the annual audit of the County financial records; responds to findings to improve financial systems
Prepares and implements short and long range program goals and policies for financial operations of the County; consults and advises department heads in the areas of budget and fiscal management

Knowledge, Skills and Abilities
Comprehensive knowledge of general laws and administrative policies governing financial practices and procedures; comprehensive knowledge of the principles and practices of accounting and budgeting in government; thorough knowledge of the principles and practices of a local government purchasing system; thorough knowledge of the practices, methods and laws relating to local government bond financing; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to plan, organize, direct and evaluate the work of subordinate employees; ability to develop long-range financial plans; ability to establish and maintain effective working relationships with County officials, associates and the general public.
