Overview
We are seeking a dynamic and dedicated MHSS (Mental Health and Support Services) Manager to lead our behavioral health programs with enthusiasm and expertise. In this vital role, you will oversee daily clinical and administrative operations of facility Mental Health Support Services (MHSS) program. Ensures compliance with Title 22, Community Care Licensing, county requirements, and company policies while delivering high-quality, person-centered mental health services.
Responsibilities
Program Development and Management
- Develop, implement, and oversee mental health programs and services.
- Ensure residents have effective treatment plans and monitor progress and outcomes.
- Evaluate program effectiveness and implement quality improvement measures.
- Manage crisis prevention and intervention strategies.
- Ensure residents’ rights and service choice are respected.
- Monitor program and individual staff Units of Service (UOS) production on an ongoing basis; track progress against contracted UOS targets and identify shortfalls early.
Direct Care and Case Management
- Coordinate care with physicians, families, and service providers.
- Connect residents with appropriate health and mental health resources.
- Support resident safety, well-being, and community integration.
- Ensure compliance of regulations, reporting procedures, and health and safety standards.
- Designate a qualified and responsible substitute in your absence.
- Assist in maintaining and auditing resident’s financial information and budgets.
- Investigate thefts and losses at the facility and report findings to the Main Office.
Teamwork and Collaboration
- Implement the treatment plan through coordination with physicians, coordinators, families and other providers. Provide information to clinical and other staff.
- Provide information, assessment and enrollment in appropriate programs for individuals needing or wanting additional health or mental health services.
- Provide information on health and mental health care issues including prevention, early detection and remedial care to residents, families, other agencies and the community.
- Provide provisions for the safety and guidance of residents with physical challenges.
Reporting and Documentation
- Mandated to report any “suspected abuse of dependent adults and elders” directly to Law Enforcement, Adult Protective Services, Ombudsman, or Community Care Licensing.
- Ensure compliance with Title 22, licensing, safety, and reporting requirements.
- Complete and oversee timely assessments, service plans, progress notes, billing, and other required documentation.
- Monitor service delivery outcomes and maintain accurate records.
- Ensure the team collectively meets program UOS and productivity requirements; report trends and outcomes to the Regional Director of Operations and escalate persistent gaps as needed.
- Provide staff with regular coaching, training, and documentation support to help them meet billing and UOS expectations; implement corrective action plans for staff who fall short.
- Report to the Senior Mental Health Manager on the operation of the program and provide necessary interpretations of recognized standards of care and supervision.
- Submit timely and accurate program attendance, billing data, and other requested reports.
- Comply with Internal Quality Control (IQC) standards.
Staff Supervision
- Implement and monitor personnel policies and procedures. Document personnel incidents. Take a proactive approach to personnel issues.
- Recruit, hire, orient and train program staff.
- Supervise program staff; workloads, trainings, development plans, performance, evaluations, terminations, ensure clear lines of responsibility.
- Accurately monitor and record staff’s timecards, payroll documentation, and training.
QUALIFICATION REQUIREMENTS: Knowledge, skill, or ability required to perform the job.
Education and/or Experience
- Bachelor’s degree in psychology, social work, or related field plus 1 year of program development and 6 months of supervision; or
- Master’s degree in a related field plus 6 months of supervision; or
- 3 years of direct service experience with individuals with mental disabilities plus 6 months of supervision.
- Lead and supervise clinical staff providing individual, group, and family counseling across various settings such as clinics, homes, and community-based programs.
- Coordinate intake assessments, diagnostic evaluations, and treatment planning to ensure personalized care tailored to each individual's needs.
- Oversee the implementation of evidence-based practices including cognitive behavioral therapy (CBT), behavioral therapy, applied behavior analysis (ABA), and motivational interviewing to promote positive outcomes.
- Manage crisis intervention efforts effectively, ensuring safety and stabilization for clients experiencing acute mental health or substance use crises.
- Ensure accurate documentation of patient care in electronic health records (EHR), medical records, and HIPAA-compliant medical documentation standards.
- Facilitate case management activities, including coordination with families, schools (special education), hospitals, and community resources to support comprehensive care.
- Supervise staff performance through regular evaluations, training sessions on topics such as trauma-informed care and working with neurodevelopmental disorders, and promote professional development.
Skills
- Extensive experience working with children, adolescents, and individuals with developmental disabilities or neurodevelopmental disorders such as autism spectrum disorder.
- Proficiency in crisis management techniques specific to mental health conditions and co-occurring substance use disorders.
- Strong knowledge of medical terminology, ICD coding (ICD-9/10), CPT coding for billing purposes, and familiarity with EMR/EHR systems for efficient data collection and documentation.
- Demonstrated ability to conduct diagnostic evaluations using clinical counseling methods while applying behavioral management strategies.
- Skilled in working with individuals experiencing PTSD or other trauma-related conditions within hospital or community settings.
- Experience in managing behavioral health programs that incorporate social work principles, case management strategies, and family-centered approaches.
- Proven supervisory experience leading multidisciplinary teams in fast-paced environments focused on patient care excellence.
