DISTINGUISHING FEATURES OF THE CLASS:
The Network Administrator is responsible for the implementation and maintenance of all of the Town’s computer networks and systems including servers, VPNs, IP connectivity, and security including firewalls, switches and routers, interconnectivity, and web and remote services including multi-factor authentication and voice IP traffic.
The Network Administrator provides general support for the MIS infrastructure including configuration, installation and administration of hardware, software, peripherals, and network components. The incumbent provides technical oversight and guidance in the maintenance of the network systems including servers, video surveillance systems, security systems mobile device management, and remote device access systems.
The incumbent is responsible for the Town’s cyber security program including installation and management of cybersecurity products, incident reporting management, and resolution of issues. Under the guidance of the Director of Management Information Services, the incumbent researches new industry developments including software alternatives, cybersecurity tools, system productivity tools and projected departmental use. Work is performed under the general supervision of the Director with the ability and latitude for independent action. The incumbent does related work as required.
TYPICAL WORK ACTIVITIES:
- Installs, implements, and supports computer networks and systems including servers, VPNs, routers, switches and other physical hardware for a virtual and physical environment;
- Monitors and maintains network and software systems in performing troubleshooting and resolution of associated problems:
- Implements and manages the Town’s cybersecurity program including threat assessment, identification and resolution;
- Implements and supports multi-factor authentication for all remote systems including incident reporting management and follow-up and resolution of issues;
- Implements patch management for servers, endpoint, firewalls and switches on a regular basis;
- Customizes, installs and supports all local and wide-area network and server-based software and hardware including the development of new virtual private network paths to enable secure mobile device access;
- Performs desktop engineering including configuring and installing operating system images and configuring software in light of individual user application security requirements and managing IP addresses;
- Conducts performance management of systems to proactively identify and resolve issues;
- Conducts performance analysis on network hardware and software to ensure optimal system performance;
- Develops advanced technological solutions and guides their development to a final product or solution;
- Coordinates and participates in special projects as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS:
Thorough knowledge of administering a Windows Network Environment including Active Directory, DNS, Group Policy, TCP/IP networking, RDP; thorough knowledge of Microsoft Exchange Administration and Vmware / HyperV based on virtualization environment; Cyber Security threat identification and remediation and Windows Desktop support; ability to troubleshoot and support client server environment and perform all network administration functions, configuration, maintenance and support; thorough knowledge in computer repair and maintenance; ability to communicate clearly, both orally and in writing with network users, technicians and vendors; ability to gather and analyze network information and draw logical conclusions; ability to move equipment and work in confined spaces while working on network equipment; good judgment; resourcefulness; dependability; physical condition commensurate with the demands of the position.
MINIMUM QUALIFICATIONS
A) Possession of a Master’s Degree in Computer Science, Information Technology, Software Engineering or a closely related field, and four (4) years of related work experience in network administration, installation, support and maintenance, and cyber security threat identification and remediation. Candidates must have Windows Network knowledge including experience with Active Directory; OR
B) Possession of a Bachelor’s Degree in Computer Science, Information Technology, Software Engineering or a closely related field, and five (5) years of related work experience in network administration, installation, support and maintenance, and cyber security threat identification and remediation. Candidates must have Windows Network knowledge including experience with Active Directory.
