The Human Resources Generalist is responsible for performing a variety of consultative, professional, and technical HR duties in support of the agency’s strategic objectives. The HR Generalist assists with the coordination of all aspects of data entry for employee benefits, to include, but not limited to health insurance, dental, vision, short-term disability insurance, Workers’ Compensation claims, flexible spending account plans and employee assistance program (EAP); ensuring a fair and consistent approach and response aligned with the agency’s mission, policies and legal requirements. The Human Resources Generalist plays a crucial role in promoting a positive work environment and fostering employee satisfaction.
POSITION RESPONSIBILITIES
Leaves of Absence
a. Provides education and support for employees requesting leave of absence
b. Prepares and delivers paperwork associated with leaves of absence, including FMLA, PFL, NYS DBL, individual STD and worker’s compensation forms to employees.
c. Completes and submits NYS DBL, individual STD and long-term disability claim forms
d. Ensures updated medical documentation is received from employees who are on leave of absence.
e. Completes and submits timesheets for all employees who are on leave of absence.
f. Processes and tracks payments for benefits from employees who self-pay when they are on a leave of absence.
Workers’ Compensation
a. Submit workers’ compensation claims to insurance carrier
Gathers all required claim documentation, including incident report and medical reports.
Retirement Plan
a. Processes 401(k) paperwork including enrollment, separations, change in election and loan paperwork.
Benefits Administration
a. For self-funded health insurance plan, assists with
i. Invoice management - ensuring employee enrollment data is correct and benefit cost are reconciled monthly.
ii. Assist with data analysis of claims
iii. Stop loss submissions
iv. Review of cost containment programs
b. Assists with Open Enrollment; provides eligible employees with benefit information and resources to assist them in making informed decisions on employee benefits.
c. Assists with educating employees and supervisors on benefits plans, such as retirement, health, dental, vision, life, long-term disability, and voluntary benefits according to employee eligibility. Addresses benefit inquiries and complaints in a timely manner; referring employee to vendor or acting as a liaison as appropriate.
d. Processes plan enrollments and terminations in benefits including health, dental, Flexible Spending Account and voluntary benefits for employees who have qualifying events.
e. Serve as a contact for carrier representatives, insurance brokers and third-party administrators.
f. Ensure all employee demographics and plan choices are set up accurately.
g. Creates and issues enrollment packets for new hires and newly eligible employees.
h. Manages benefit class codes in payroll system.
i. Monitors employee anniversaries for accurate employer benefit contributions.
j. Monitors payroll deductions for accuracy.

Education and Experience:
Associate’s degree and two years of experience in a professional position with Human Resources related tasks; OR H.S. diploma with four years of experience in a professional position with Human Resources related tasks.
