Legacy Engineering Group, PLLC has an immediate opening for a full-time Utility Engineer-in-Training (EIT) to join our dynamic team in San Antonio, Texas.
This role combines utility engineering, multidisciplinary plan review, utility conflict identification, and utility coordination. The Utility EIT will evaluate existing and proposed utility information, identify potential and actual utility conflicts, and help develop the Utility Conflict Matrix (UCM) and supporting exhibits so conflicts can be addressed early in design. The position also supports utility design reviews, relocation strategies, agency compliance, agreements, permitting, and construction coordination to minimize project delays and cost impacts.
YOUR KEY RESPONSIBILITIES
- Develop and apply a comprehensive understanding of utility systems, including electric, water, wastewater, gas, telecommunications, and other infrastructure encountered on transportation and civil projects.
- Review Subsurface Utility Engineering (SUE) data, utility records, field information, and engineering plans to verify utility information, identify discrepancies, and reduce errors in project utility deliverables.
- Review roadway, drainage, retaining wall, bridge, traffic, illumination, signing, TMS, SW3P, and other applicable discipline plans to understand design impacts to utilities.
- Identify potential and actual utility conflicts during design and document those conflicts in the Utility Conflict Matrix (UCM) and supporting utility conflict exhibits/layouts.
- Develop and maintain UCMs, utility exhibits/layouts, utility exceptions, abandonment requests, utility agreements, permits, and other technical coordination documentation required for project delivery.
- Evaluate utility conflicts and develop technically sound, constructible alternatives and recommended solutions using engineering judgment, applicable guidance, agency requirements, and coordination with the project team.
- Support and, as experience grows, take the lead on utility design reviews to confirm proposed utility relocations do not create new conflicts and comply with applicable agency rules and requirements.
- Develop and maintain utility master design files and incorporate information obtained through records research, Texas 811/locates, SUE, field verification, and utility-owner coordination.
- Create, review, and/or revise utility plan production and 3D utility models using MicroStation and OpenRoads Designer (ORD), as applicable to project needs.
- Coordinate with utility owners, project managers, designers, contractors, and agencies to resolve conflicts, support utility relocations, and integrate utility work with overall project design and construction schedules.
- Track project deadlines, utility status, unresolved conflicts, and required follow-up; communicate risks, discrepancies, and needed decisions to project managers and supervisors in a timely manner.
- Conduct field inspections and site visits to verify utility conditions, support conflict evaluation, monitor relocation progress, and confirm general compliance with design and regulatory requirements.
- Apply local, state, federal, TxDOT, and other applicable agency requirements, including utility accommodation and utility agreement/permit processes, in support of project delivery.
YOUR QUALIFICATIONS / CAPABILITIES / CREDENTIALS
- Bachelor's degree in Civil Engineering or a closely related engineering discipline is required.
- Engineer-in-Training (EIT) certification in the State of Texas, or the ability to obtain it within 90 days of employment, is preferred.
- A minimum of 2+ years of experience in utility coordination, civil/transportation design, SUE, or related engineering project work is preferred.
- Demonstrated ability to read and interpret multidisciplinary engineering plans and evaluate how roadway, drainage, structures, traffic, and other design elements may impact utilities.
- Experience or demonstrated capability in identifying utility conflicts and developing/maintaining Utility Conflict Matrices (UCMs), utility exhibits, or similar conflict-management deliverables.
- Working knowledge of utility relocation concepts and applicable utility accommodation, permitting, and agency requirements; TxDOT utility experience is a plus.
- Familiarity with MicroStation and OpenRoads Designer (ORD); experience with utility 3D modeling, plan production, or AutoCAD is a plus.
- Strong engineering problem-solving skills with the ability to identify inconsistencies, evaluate alternatives, ask critical questions, and communicate recommended solutions.
- Strong project-management, organizational, and time-management skills with the ability to manage multiple assignments and critical deadlines.
- Strong written and verbal communication skills and the ability to work collaboratively with clients, utility owners, agencies, contractors, and multidisciplinary design teams.
- A valid driver's license and willingness to travel to project sites as needed.
