Job Title: Mutual Self Help Program Coordinator Position Status: Regular Full-Time

Job Summary: The Self-Help Group Coordinator processes and supervises groups of low-income individuals and families as they construct their own homes. The Self-Help Group Coordinator recruits families, helps them complete loan applications and carry out other related activities that enable them to participate. They give technical and supervisory assistance to participating families before, during, and after construction. The group coordinator works closely with the Construction supervisor to manage and monitor the family's hours, 502 Loan budgets to actuals, family checkbooks, and final 502 Loan close-out, including lien releases. The Group Coordinator is tasked with the continuation of the program by maintaining an active list of participants that will be ready to continue on with the next build
Minimum Qualifications: Two-year college degree and two years’ experience in lending and/or administration or four years equivalent experience. Previous Mutual Self-Help RD Section 523 program knowledge and experience is preferred. Demonstrated knowledge of basic accounting practices and accounts payable, including budgeting. Strong computer skills are required, including experience in Microsoft Excel and Word. Experience in loan qualifying, loan processing and loan packaging is preferred. Be knowledgeable about home construction techniques. Position requires strong oral and written communication skills, strong organizational skills and strong interpersonal skills. Position requires flexible hours, including some nights and weekends, valid ID driver’s license, and reliable insured transportation. Proven ability to work in a small team environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Pre-Build
► Interview potential self-help families and screen for eligibility
► Work with prospective clients to qualify for loan and then package loan for prospective builders
► Maintains updated Self-Help application files
► Act as a liaison between the participating families and USDA/RD for matters pertaining to loan processing and 502 processing
► Assist in preparing bids and budgets for 502 homeowner budgets to RD
► Provide pre- and post-construction counseling and training of participant families to provide them with information about the self-help program and homeownership responsibilities
► Assist in grant applications with Program Manager
► Notifies all bidders of selection results
Construction Phase
► Follow through with families to encourage maximum family participation and volunteer recruitment efforts
► Help resolve individual, family and group-related conflicts and follow up with Construction Supervisor
► Work with Construction Supervisor to monitor and facilitate timekeeping of builder hours
► Serves as liaison between Construction Supervisor, sub-contractors, vendors, and Mutual Self Help home builders
► Coordinates with Construction Supervisor and the fiscal Department to ensure accounts receivable and payables are managed efficiently and timely
► Set up 502 accounts and maintain relationship with vendors for required information to ensure fast and accurate reimbursements
► Income re-verification of completed families prior to move in
► Facilitates weekly group meetings which may include evenings or weekends
► Reconciles billing for Mutual Self Help home builder's individual construction accounts Provides reconciliation report to each Mutual Self Help builder on monthly basis
► Event Preparation: Open House and Groundbreaking, mid construction motivational events
► Prepare and submit monthly draw requests to RD
Post Build/Construction
► Communication with RD and payment monitoring during first year of homeownership Assist in enforcing and updating homeowner group participant manual
► Maintenance and initiation of construction progress in SHARES reporting and quarterly reporting as needed
► Prepare documents and reports for RD quarterly review meetings and appraisal submittal packages to RD Close out all RD 502 loans and prepare lien releases after build is complete ·
► Create and sustain an ongoing mutual Self-Help marketing program
OTHER DUTIES
- Must have Shares authorized endorsement for RD 523 reporting
- As requested by colleagues and manager
- Participate in planning, training and board meetings as requested
- Attend community meetings, committee participation, and other duties as assigned by Supervisor
- Participate in training opportunities.

Compensation: $21-$24/hr. DOE
