Oversees the work of maintenance crews to ensure productivity, quality, compliance with specifications, structural integrity of repairs, and adherence to safety policies and procedures. Works closely with the Resident Maintenance Engineer to implement management initiatives, support operational goals, and promote teamwork within the unit.
Manages and prioritizes workload by assigning work activities to foreman, securing necessary resources, and assisting with complex projects and problem resolution. Schedules and coordinates work activities to ensure efficient operations and timely completion of assigned tasks. Inspects work performed by crews and conducts follow-up inspections as needed. Assists crew foreman with project layout, grade determination, and the application of proper repair techniques.
Reviews daily work reports, equipment utilization, productivity, and quality to ensure efficient operations. Coordinates with shop foremen to prioritize equipment repairs, procure materials, and arranges equipment rentals as needed. Maintains records of materials, supplies, and equipment needs for each crew and ensues resources are available to support safe, efficient, and timely completion of work activities. Reviews Highway Maintenance Management System (HMMS) and Enterprise Asset Management System (EAMS) data for accuracy and completeness.
Monitors the preventative maintenance program for equipment to ensure routine maintenance schedules are followed, and equipment use is managed to maximize service life. Conducts periodic safety inspections to verify equipment is properly maintained, including greasing, lubrication, maintaining appropriate engine, hydraulic oil, and coolant levels, inspecting hoses and belts for wear and deterioration, ensuring proper tire inflation, and identifying fluid leaks for other maintenance concerns.
Receives, investigates, analyzes, and makes recommendations regarding requests for service, compaints, and suggestions from the public, public officials, and personnel. Establishes daily crew goals and monitors progress toward their accomplishment. conducts monthly foreman meetings to discuss operational issues, performance expectations, and departmental initiatives.
Instructs maintenance crews and employees in safe work practices, including flagging operations, proper use of personal protective equipment, vehicle safety, and recognition of job site hazards. routinely inspects work zone safety set-ups, ensures compliance with safety and environmental regulations, and oversees material stockpiles and inventories. Reviews Job Hazard Analysis (JHA) forms for accuracy and completeness.
Recommends personnel actions including promotions, transfers, and disciplinary measures, and evaluates employee performance in accordance with the Employee Performance Management System (EPMS). Maintains open communication with employees to promote a positive and productive work environment.
Manages assigned crews during emergency or inclement weather shift operations. Coordinates work activities for emergency maintenance activities such as ice and snow removal, complex road closures and detours, and major storm recovery and repair operations.
Five (5) years of related work experience; or an approved acceptable equivalence. Necessary Special Requirement: A valid motor vehicle operator's license is required. Requires attainment of a Class A Commercial Driver's License (CDL) within six (6) months of placement in the position.
The physical demands for the essential functions involves bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, and grasping. Must be able to lift up to 50 lbs. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal scheduled work week; especially during inclement weather.
