The city currently has hundreds of capital projects in process and was recently awarded millions of dollars from the State of California for infrastructure improvements to Downtown Fresno and the Blackstone and McKinley BNSF Grade Separation Project.
Prioritizing capital projects along with other critical responsibilities that are integral to daily departmental operations and improvements to the general City infrastructure is of utmost importance and the City is building capacity to ensure projects are delivered in a timely manner. Incumbents in this class perform complex work that requires licensure as a Professional Engineer and may supervise, coordinate, and evaluate the performance of pre-professional engineers
and technical engineering staff engaged in civil, electrical, fire protection, geotechnical,
structural, mechanical, sanitary, or traffic engineering.
The current vacancies exist in the Capital Projects Department and the Department of Public Utilities.
CAPITAL PROJECTS DEPARTMENT: As the City continues to invest in safer streets, modern utilities, and resilient public facilities, this department streamlines how major capital improvement projects are delivered—ensuring every project is executed efficiently, on schedule, and within budget. Engineers with a background in civil, transportation, or utilities design will find a strong match here, along with the chance to influence high-impact projects that directly improve daily life for residents. The department currently has opening in three divisions: Design Services and Transportation Project Management, Utilities Project Management, and On-Site Project Management. Experience in transportation and Civil Engineering is desirable.
DEPARTMENT OF PUBLIC UTILITIES: Oversight on the planning, design, and construction of potable water, recycled water, and wastewater projects, as well as providing oversight on water resources management matters. Knowledge and experience with the Fresno Metropolitan Water Resources Management Plan, Groundwater Sustainability Management Plan, Urban Water Management Plan, Recycled Water Master Plan, and Sewer Collection System Master Plan, and the Central Valley Project Contract, is preferred.
DEPARTMENT OF PUBLIC WORKS: Desires a Professional Engineer in the Special Projects & Capital Management (SPCM) Division to provide additional technical engineering expertise to assist the Division and Department to process high volume of work for capital projects. This capital workload includes Public Works capital improvement projects, Urban Growth Management (UGM) accounts, Assessment District improvements, Developer Fee Nexus Studies and updates as required by State Law. As priorities arise on the capital program with the Departments 145 plus projects and adding, the technical assistance to assist not only the Director/City Engineer, Assistant Director, and Projects Administrator but assist the Capital Projects Department (CPD) on the Public Works Projects.
Immediate and future vacancies will be filled from this eligible list for a period of three (3) months from the date the eligible list is created, with the option of extending that period for up to a maximum of two (2) years at the City’s discretion. Should the competitive process be suspended for this recruitment, the eligibility list may be limited to three (3) months.
THE REQUIREMENTS
Valid registration as a Professional Engineer by the State of California or equivalent at time of application. Professional Engineers who are licensed in another state may be qualified but must possess a valid Professional Engineer license from the State of California at time of appointment.
ADDITIONAL REQUIREMENTS
Possession and continued maintenance of a valid California Driver’s License may be required within sixty (60) days of appointment.
Recruitment may be limited to a specific area of expertise as required by operational needs.

THE SELECTION PROCESS
The examination process may consist of the following:
Application review - Qualifying Only: Applications which meet the minimum qualifications will be reviewed and a limited number of the most qualified candidates will be invited to the Oral Examination. Selection of the most qualified candidates will be based upon those applications demonstrating the greatest breadth and depth of applicable education, experience, skills and training. Therefore, applicants are urged to submit sufficiently detailed information in their application materials for evaluation.
Oral Exam - 100%: A panel of subject matter experts will conduct a job-related panel interview to evaluate each candidate's training, experience, and personal traits for the position. Candidates must achieve a passing score to qualify for the eligible list.

VETERAN PREFERENCE REGULATIONS
Candidates applying for veteran's preference are required to submit a copy of their DD214 with their application during the specified filing period. Evidence must be presented to indicate that the candidate was discharged honorably from the military service. Veterans, including City employees, must resubmit proof of honorable service for every examination for which veteran's preference credit is requested. Qualified veterans who pass the examination will have five (5) points added to their final score.
