Overview
IBTCI is seeking a General Senior Procurement Expert to provide technical procurement advisory services in support of an international procurement support contract for the Millennium Challenge Corporation (MCC). The consultant will provide specialized expertise throughout the procurement lifecycle, supporting procurement planning, policy development, bidding document preparation, evaluation support, contract administration, market analysis, procurement capacity building, and implementation support.
Working collaboratively with IBTCI and client stakeholders, the consultant will provide technical advisory services to MCC's Program Acquisition & Assistance (PAA) Practice Group, Millennium Challenge Account (MCA) entities, and Procurement Agents in support of international donor-funded procurement activities. Consulting services will be performed on an as-needed basis in accordance with contract requirements and individual task assignments.
General Duties and Responsibilities
The General Senior Procurement Expert will:
- Provide technical advisory services throughout the procurement lifecycle for goods, works, consulting services, and information technology procurements.
- Advise MCC, Millennium Challenge Account (MCA) entities, Procurement Agents, and IBTCI on procurement policies, procedures, and international best practices.
- Support the development, review, and enhancement of procurement policies, guidance documents, standard bidding documents, templates, manuals, and procurement tools.
- Prepare or review procurement strategies, procurement plans, bidding documents, requests for proposals, requests for quotations, terms of reference, technical specifications, qualification requirements, and draft contracts.
- Provide technical advice and independent recommendations during bid and proposal evaluations, including evaluation methodologies, scoring approaches, documentation, and procurement compliance.
- Provide advisory support related to contract negotiations, contract administration, procurement risk management, and integrity safeguards.
- Conduct procurement market research and market analysis to identify qualified suppliers, strengthen competition, and support procurement planning.
- Support development and implementation of supplier engagement strategies, market outreach activities, and industry communications.
- Prepare technical memoranda, analytical reports, procurement guidance, and recommendations to strengthen procurement practices and improve operational effectiveness.
- Assess electronic procurement solutions and provide recommendations regarding procurement modernization and digital transformation initiatives.
- Design and deliver procurement training programs, workshops, seminars, and other capacity-building activities.
- Provide technical guidance and capacity-building support to government counterparts, procurement professionals, consultants, and project stakeholders.
- Conduct or participate in technical reviews of procurement packages and provide recommendations to improve quality, consistency, and compliance.
- Collaborate with multidisciplinary technical teams to support successful implementation of assigned activities.
- Document lessons learned and identify opportunities to strengthen procurement processes and promote international best practices.
- Travel internationally, when requested, to provide on-site procurement advisory services, technical assistance, and training.
- Perform other consulting services consistent with the scope of the assignment.

Minimum Education
- Bachelor's degree in Procurement, Engineering, Economics, Finance, Business Administration, Project Management, International Development, Information and Communications Technology (ICT), or another discipline directly related to the position.
Minimum Qualifications
- Minimum ten (10) years of progressively responsible professional experience in international procurement or a related technical field.
- Demonstrated experience supporting international donor-funded projects through technical implementation, advisory services, policy development, procurement oversight, or technical assistance.
- Experience providing technical leadership, supervision, mentoring, or capacity building to government counterparts, consultants, contractors, or multidisciplinary teams.
- Demonstrated experience developing technical deliverables such as procurement documents, bidding packages, assessments, analyses, operational guidance, training materials, reports, or other procurement-related products.
- Experience working in developing-country environments, preferably supporting multiple countries or international programs.
- Demonstrated expertise across the procurement lifecycle, including procurement planning, solicitation development, bid evaluation, contract administration, procurement compliance, and procurement risk management.
- Strong analytical, organizational, and problem-solving skills.
- Excellent written and verbal communication skills in English.
- Ability to communicate effectively with government officials, implementing partners, and international stakeholders.
- Ability and willingness to travel internationally for project implementation.
Preferred Experience
- Experience supporting procurement activities for Multilateral Development Banks (MDBs).
- Experience supporting procurement programs for Bilateral Development Agencies.
- Experience supporting procurement under Specialized Global Funds and International Programs.
- Experience developing procurement policies, standard bidding documents, guidance notes, or operational manuals.
- Experience conducting procurement market analysis, supplier engagement, and market outreach activities.
- Experience designing and delivering procurement training and capacity-building programs.
- Experience supporting procurement modernization initiatives.
- Experience with infrastructure, civil works, consulting services, goods, or information technology procurements.
- Proficiency in French is highly desirable.
- Experience working across multiple countries and multicultural environments.
Work Environment
This position is primarily remote with regular collaboration with MCC headquarters, IBTCI project staff, and international client counterparts. The General Senior Procurement Expert will provide technical support to procurement activities across multiple countries and sectors and may be required to work across different time zones.
Physical Requirements

Supervisory Responsibility
The consultant may provide technical guidance and subject matter expertise to project teams and government counterparts.
Travel
International travel is required and may include travel to MCC headquarters in Washington, DC, and partner countries to provide procurement advisory services, training, technical assistance, and stakeholder engagement. Travel will be based on project needs and client direction.
