Housing Specialist – Rapid Re-Housing/PSH Scattered Site ProgramPosition Summary
The Housing Specialist is responsible for assisting individuals and families experiencing homelessness in securing and maintaining safe, stable, and affordable housing through the Rapid Re-Housing (RRH) and PSH Scattered Site Program. The Housing Specialist develops relationships with landlords and property managers, identifies housing opportunities, and supports participants throughout the housing search and placement process. This position works closely with case managers and community partners to promote housing stability and positive client outcomes.
Essential Duties and Responsibilities
Housing Search and Placement
- Assist program participants in identifying and obtaining suitable housing that meets program and funding requirements.
- Conduct housing assessments and develop individualized housing plans.
- Educate clients on tenant rights and responsibilities, lease agreements, and housing expectations.
- Assist clients with housing applications, lease signings, and move-in coordination.
- Coordinate inspections and ensure housing units meet applicable standards and regulations.
Landlord and Community Relations
- Develop and maintain positive relationships with landlords, property owners, and property management companies.
- Recruit new landlords and expand the organization's network of housing resources.
- Serve as a liaison between landlords and participants to address concerns and resolve tenancy issues.
- Promote the Rapid Re-Housing and PSH Scattered Site Program within the community and educate landlords on program benefits.
Housing Stability Support
- Monitor participant progress and housing retention.
- Provide mediation and conflict resolution support between tenants and landlords when necessary.
- Collaborate with case managers to identify barriers to housing stability and develop solutions.
- Assist participants in accessing community resources, benefits, and supportive services.
Documentation and Compliance
- Maintain accurate and timely client records, case notes, and housing documentation.
- Ensure compliance with program guidelines, grant requirements, and agency policies.
- Collect and report program data as required.
- Participate in audits, monitoring visits, and quality assurance activities.
Collaboration and Program Support
- Attend staff meetings, trainings, and case conferences.
- Collaborate with community agencies, service providers, and housing partners.
- Participate in outreach activities and community events as needed.
- Perform other duties as assigned.
Qualifications
Education and Experience
- Associate's degree in Human Services, Social Work, Public Administration, or a related field required; Bachelor's degree preferred.
- Minimum of one (1) year of experience in housing services, homelessness programs, case management, property management, or related social services.
- Experience working with vulnerable populations preferred.
Knowledge, Skills, and Abilities
- Knowledge of homelessness, housing resources, landlord-tenant laws, and housing assistance programs.
- Strong interpersonal and relationship-building skills.
- Ability to effectively communicate with diverse populations and community stakeholders.
- Excellent organizational, time management, and problem-solving skills.
- Ability to work independently and as part of a team.
- Proficiency with Microsoft Office and data management systems.
- Ability to maintain confidentiality and exercise sound judgment.
Additional Requirements
- Valid driver's license and reliable transportation.
- Ability to travel throughout the service area.
Physical Requirements
- Ability to sit, stand, walk, bend, and lift up to 25 pounds.
- Ability to conduct home visits and attend meetings in community settings.
