The Department of Homeland Security and Emergency Management (DHSEM) works to protect the people of New Mexico and the nation through a comprehensive and coordinated program of mitigating hazards, preparing for emergencies, preventing attacks, and recovering from disasters regardless of cause. Our department prepares for a wide variety of emergencies, including wildfires, flooding, health crises, and domestic attacks. When necessary, the state assists localities whose capabilities are overwhelmed, and DSHEM serves as the conduit for federal assistance. Our work in emergency management is coordinated around the five mission areas of the National Preparedness Goal: prevention, protection, mitigation, response, and recovery.
DHSEM also coordinates with state and local law enforcement, as well as federal partners like the FBI and the U.S. Department of Homeland Security, to obtain, analyze, and distribute intelligence on possible threats to public safety. Additionally, our department facilitates and distributes tens of millions of dollars in federal grants to New Mexico communities every year. DHSEM also works closely with customs and border officials to secure our nation's borders.
Why does the job exist?
This position exists to support the DHSEM General Counsel and leadership by performing legal research, drafting and reviewing legal documents, coordinating legislative support activities, and managing the agency's Inspection of Public Records Act (IPRA) program to ensure compliance with legal requirements and the efficient operation of the agency.
How does it get done?
This position will:
- Provide legal support to the General Counsel by conducting legal research, preparing legal drafts, and assisting with complex legal matters.
- Oversee the agency's Inspection of Public Records Act (IPRA) program by coordinating, monitoring, reviewing, and completing all IPRA requests for the Department of Homeland Security and Emergency Management (DHSEM) and the State Fire Marshal's Office (SFMO).
- Support the legislative process by reviewing proposed legislation, researching impacts, and compiling information necessary to prepare Fiscal Impact Reports (FIRs) and other legislative materials.
- Maintain legal records and documentation by organizing and managing physical and electronic case files and ensuring legal documents are accurate, complete, and properly maintained.
- Review and prepare legal documents by proofreading, editing, and drafting legal correspondence, forms, and other documents while providing additional legal and administrative support to the General Counsel as needed

Minimum Qualification
High School diploma or equivalent and one (1) year of experience in office administration. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling one (1) year may substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display (VDT) and extensive personal computer and telephone usage, and includes contact with adult inmates/offenders.
