The main purpose of this position is to monitor the Army and Air Operations and Maintenance budgets. This position will assist with the preparation of federal funded program expenses, prepare vouchers, and work with the Cooperative Agreement Accountant. The Agency Budget Specialist will monitor program spending, resolve discrepancies, host monthly program reporting meetings, and evaluate budget modification proposals, while also having the ability to make program budget recommendations to the Fiscal Services Chief and Chief Financial Officer.
Position duties include but are not limited it:
- Monitor federal fund program expenditures.
- Process federal grant vouchers.
- Monitor MMD requisitions email accounts to ensure timely approvals.
- Ensure purchasing requests comply with organizational policies and funding restrictions.
- Ensure proper expenditure recording.
Experience: Five years of experience in budget preparation, presentation and execution.
Notes:
1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in budget preparation, presentation and execution for the required experience.
2. Candidates may substitute 30 credit hours of graduate education from an accredited college or university in accounting, business administration, economics, finance, political science or public administration for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required experience.

- Knowledge and experience using FMIS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland with less than 5 points to operate a state vehicle.
Common Access Card (CAC) required. This position will require the ability to pass a Federal background check in addition to a State background to access the facilities and computer systems by being issued a CAC card. The ability to obtain and maintain this access to the facility and CAC card is a condition of employment for this position.
Employees must be able to successfully complete a State and Federal background check.
