About this Role:
The incumbent must maintain active membership in the California State Bar.
DHCS is seeking a skilled leader with extensive legal experience to fill the role of Deputy Director (DD) and Chief Administrative Law Judge (ALJ), Office of Administrative Hearings and Appeals (OAHA).
The DD and Chief ALJ, OAHA, oversees and has full decision-making authority for all OAHA program functions for the Department. The DD and Chief ALJ, OAHA, is responsible for ensuring that all proceedings and decisions resulting from both formal and informal hearings are conducted in accordance with the Administrative Procedure Act (APA) and all applicable laws and regulations.
Additionally, The DD and Chief ALJ, OAHA holds the Director’s delegated statutory and regulatory authority to perform all activities necessary to issue final decisions for all appeals adjudicated by the Department, including adopting the proposed decision as the Department’s final decision or rejecting, modifying, alternating, or remanding it.
The DD and Chief ALJ, OAHA, builds collaborative working relationships with internal and external partners and stakeholders, including but not limited to, the California Health and Human Services Agency (CalHHS), the Legislature, and other state, federal, and local representatives.
The DD and Chief ALJ, OAHA, works under the general direction of the Chief Deputy Director, Policy and Program Support, and is a member of the DHCS Executive Staff.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office.
