Job Summary
The Monitoring & Evaluation (M&E) Specialist supports the design, implementation, and continuous improvement of performance measurement systems for strategic communications initiatives. Working closely with the M&E Unit, this role partners with internal and external stakeholders to develop performance measurement plans that assess communications campaigns designed to explain U.S. foreign policy to global audiences.
Primary Responsibilities

Monitoring & Evaluation

Develop and implement performance measurement plans for communications campaigns

Support the development of logic models and theories of change
-
Develop meaningful indicators to measure project performance and outcomes
-
Establish indicator targets and performance benchmarks
-
Design and refine quantitative and qualitative data collection tools
-
Collect, validate, analyze, and interpret monitoring and evaluation data
-
Present findings through reports, dashboards, and data visualizations
-
Communicate M&E findings and recommendations to project teams and stakeholders
-
Assist program representatives with logic model development, indicator selection, data collection, and analysis

Data Management
-
Maintain Performance Indicator Tracking Tables (PITTs) and other M&E databases
-
Enter, verify, and manage indicator data
-
Monitor reporting deadlines and follow up with stakeholders to ensure timely data submission
-
Ensure data quality, consistency, and completeness across projects
-
Coordination & Administrative Support
-
Represent the M&E Unit and the Office of Research during coordination meetings
-
Take detailed meeting notes and document action items
-
Organize and coordinate M&E-related meetings, workshops, and events
-
Track assignments and remind project teams and Communities of Practice members of reporting requirements

Provide general administrative and operational support to ensure smooth functioning of M&E activities

Capacity Building
-
Support efforts to strengthen monitoring and evaluation capacity among project staff and stakeholders
- Provide guidance and technical assistance on M&E processes, tools, and reporting requirements

Perform other job-related duties as assigned
Required Education/Experience
-
Bachelor’s degree in Monitoring and Evaluation, International Development, Public Policy, Social Sciences, Statistics, Research Methods, or a related field requirement; Master’s degree preferred

Minimum of three years of professional experience in monitoring and evaluation

Demonstrated experience with;

Building monitoring and evaluation capacity

Analyzing quantitative and qualitative data

Reporting and presenting evaluation findings

Excellent written and verbal communication skills

Experience developing reports, presentations, and data visualizations

Strong cross-cultural communication and interpersonal skills

Ability to manage multiple priorities while meeting deadlines

Ability to work independently and collaboratively within a team

Proficiency with Microsoft Office applications (experience with Excel and data visualization software is preferred)

Communications or public diplomacy experience is a plus
