SUMMARY: Works proactively under general guidance of the State’s Attorney within the State’s Attorney’s Office. A primary function(s) of this position includes, but is not limited to: Coordination of the overall function of the State's Attorney's Office ensuring that all technology matters handled by the office are adequately addressed and that the staff has the necessary tools and resources available to perform their duties; implements office policies and procedures, as well as, County policies, Judicial policies, practices, procedures within the State’s Attorney’s Office; works proactively with the legal assistants, paralegals, attorneys and law-enforcement agencies to ensure the successful day to day technical operations of the State's Attorney's Office.
ESSENTIAL JOB FUNCTIONS:

Must be capable of regular and predictable attendance at a specified location in order to perform assigned tasks.

Oversees and manages staff in the day to day technical operations according to established office procedures, office systems and software, and is responsible for creating and insuring the effectuation of the policies and practices of the State’s Attorney’s Office.

Supervisory duties, including:
-
Acts as Supervisor for all IT/Evidence Technician and related staff.
-
Performs a number of IT functions with assistance of County IT Dept. and IT/Evidence Technician:
-
Administers State’s Attorney’s Office computer network;
-
Provides technical support to staff;
-
Provides training to staff and new employees;
-
Installs computer equipment;
-
Acts as a point of contact for inter-and intra-agency connectivity with PISTOLS, Rock Island County Circuit Clerk Justice Information Management System (JIMS), Evidence.com, Prosecutor Case Management Software, Tracker, Law Enforcement Agencies Data System (LEADS), Illinois Secretary of State driver’s abstracts, Managed Print Services, and 911 Consortium;

Maintains/troubleshoots office virtual servers;

Redacts video and audio recordings for court, and prepares digital presentations as needed;
-
Personal proficiency in all phases of required software application;
-
Recommends and Introduces new technology methods, processes and best practices;
-
Continues to look for operational enhancements using modern technology;
-
Runs and maintains reports on case data, assists other employees to run and maintain case data for the Office.

Maintains regular contact with all Office technology vendors.
-
Assists the Office Manager in recruiting, interviews, job postings and facilitates the hiring process as authorized by the State's Attorney.

Assists the Office Manager with yearly budget and monthly claims.
-
Provides new employee orientation and technology.
-
Uses a variety of case management databases and software packages to enter information and/or to make inquiries; uses Case Management Software (PbK) and PCJIMS to enter data and generate charging instruments as directed; runs LEADS / NCIC inquiries on defendants charged with a felony offense for prosecuting attorneys; runs defendant driving abstracts as necessary; uses Microsoft Office suite daily; New World Systems accounting software; and Department of Justice e-Share Federal Forfeiture Portal.

Purchases all technical & computer-related office equipment and supplies as necessary.

Provides continuous training and updates on all computer and software programs for new and existing employees.

Provides on-going safety and security/cyber-security training for all office employees.

Assists in the procurement of technology, software and any other office needs, including the solicitation of bids and preparation of Requests for Purchase for the State’s Attorney’s Office.

Researches and applies for grants to assist with the technological and staff needs of the Office.
-
Each Rock Island County employee is responsible to engage in periodic activities that include, but are not limited to: (a) County-wide risk management/safety training session, and (b) departmental educational training, and/or (c) evaluation/physical improvement of departmental physical assets) that prevents, reduces, or corrects safety hazards.

Provides case management system support and liaison for PCJIMS, Evidence.com, Prosecutor by Karpel, Digital Evidence Software, and any other Office software and technology.

Attends cyber-security, data security and law-enforcement data related security trainings and ensures all employees in the State’s Attorney’s Office are in compliance with the office’s Technology Security Policy and updates as necessary.

Supervises Court Technology Specialists and any other Information Technology employees.

Provides regular training and updates to staff about office technology and software.
-
Performs other related duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:Ability to:

Maintain Office social media platforms including content ideation and creation.

Prepare press releases.

Maintain effective communication and working relationships with other employees and the public; communicate with, and respond professionally to, a demanding and diverse public; communicate clearly, both orally and in writing.

Implements Office rules and procedures, alongside Management Team.

Work within the criminal justice network and coordinate amongst victims, law enforcement, prosecutors, defense attorneys, and judges.

Coordinate multiple projects and activities simultaneously.

Be eligible for approval by 911 Consortium/PISTOLS network, Illinois State Police, Illinois Secretary of State, Department of Justice eShare Portal and other networks deemed necessary to access their databases for information.
