PURPOSE OF CLASSIFICATION
The purpose of this classification is to enforce various City codes/ordinances, to include patrolling the City to identify violations, investigating local/state violations, conducting traffic enforcement services, and issuing citations. Serves as the legal enforcement arm for the City to ensure applicable State law and all ordinances adopted by the City Council are enforced. Periodically works on weekends to maintain City presence. Periodic evenings to attend City Council meetings. This position involves an element of personal danger and is expected to exercise discretion when faced with emergency conditions.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
A. Interprets, explains, and enforces the provisions of City codes/ordinances or other applicable federal, state, and local codes, laws, rules, regulations, specifications, standards, policies, and procedures; researches code-related issues as needed; initiates any actions necessary to correct deviations or violations.
B. Provides information and assistance concerning codes/ordinances, code interpretation, code compliance, environmental issues, possible violations, and related issues; discusses violations and problem areas with property owners or other individuals; recommends solutions to problems, responds to questions or complaints concerning violations.
C. Patrols city areas and inspects various sites to determine compliance with codes/ordinances, code interpretation, code compliance, environmental issues, possible violations, and related issues; discusses violations and problem areas with property owners or other individuals; recommends solutions to problems; responds to questions or complaints concerning violations.
D. Checks all tire dealers to ensure compliance with state scrap tire laws.
E. Conducts investigations; documents violations by collecting evidence; making photographic or video records of inspection sites; interviews witnesses, complainants, or other individuals regarding complaints or violations; prepares case files.
F. Participates in court activities to pursue legal actions against violators; prepares case documentation for prosecution of cases in court; attends court and testifies in court proceedings regarding violations.
G. Investigates suspicious conditions, activities, or people, and takes appropriate action.
H. Ensure all businesses operate according to City and State laws and regulations.
I. Enforces traffic laws, provides traffic control, issues citations and responds to calls for service.
J. Maintains records of code/traffic enforcement activities; maintains records of complaints, inspections, or other work activities; submits reports to regulatory agencies, granting agencies, or others as needed.
K. Maintain accurate records related to inspections, enforcement actions, and Open Records requests.
L. Prepares or completes various forms, reports, correspondence, logs, inspection records, incident reports, case files, citations, grant reports, or other documentation.
M. Receives various forms, reports, correspondence, complaints, photographs, grant documents, maps, codes, ordinances, laws, regulations, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
N. Operates a motor vehicle, personal computer, printer, video recording device, camera, general office equipment, or other equipment as necessary to complete essential functions.
O. Communicates with the City Administrator, employees, other departments, City officials, law enforcement agencies, court officials, attorneys, Environmental Protection Department, tire dealers, property owners, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
P. Attends meetings and serves on committees as needed; conducts and participates in City-wide events and activities.
Q. Maintains a comprehensive, current knowledge of applicable laws/regulations; reads professional literature; maintains professional affiliations; attends workshops, conferences, and training sessions as appropriate.
R. Maintains confidentiality of citations and exercises discretion while communicating with the public.
S. Maintains certification as a peace officer according to O.C.G.A. Section 35-8-9 and 35-8-10; Maintains requirements for firearms training and qualification and defense tactics training.
T. Monitors resources, coordinates safety/security activities, and prepares annual departmental budget.
U. Assists with environmental monitoring and erosion/sediment inspections.
V. Provides assistance to other departments as needed.
ADDITIONAL FUNCTIONS

MINIMUM QUALIFICATIONS
A. High school diploma or GED.
B. Five years of law enforcement experience
C. Possess and Maintain P.O.S.T. Peace Officer Certification
D. Must possess and maintain a valid driver’s license.
E. Successful completion of GCIC and NCIC certification.
F. Ability to obtain and maintain Soil Erosion & Sediment Control Certification
