The Division of Administration/Office of the Commissioner has a vacancy. This job title has an assigned pay grade of AS-618.
This position serves as a senior-level advisor and special assistant to the Executive Counsel of the Division of Administration (DOA), performing highly responsible work requiring independent judgment, discretion, and a thorough understanding of legal, legislative, and administrative processes.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

Overseeing the state’s capital construction program

Working to provide state and federal grants for community development

Development of the state budget

Providing technology services
-
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services

Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Six years of experience in administrative services; OR
Six years of full-time experience in any field plus three years of experience in administrative services; OR
A bachelor’s degree plus three years of experience in administrative services; OR
An advanced degree or a Juris Doctorate plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties:

Provides high-level operational and policy support to the Executive Counsel, exercising delegated authority in the coordination and execution of complex and sensitive matters. Performs work requiring independent judgment, discretion, and a thorough understanding of legal, regulatory, and organizational priorities.

Coordinates and facilitates the development, review, and implementation of initiatives and projects within the Executive Counsel’s purview. Conducts legal and policy research, analyzes information from internal and external sources, and prepares summaries, briefings, and draft documents for review by Division of Administration attorneys and executive leadership.

Serves as a key point of contact and liaison between the Executive Counsel and internal leadership, state agencies, elected officials, and representatives of other state and local agencies.

Supervises and directs administrative and operational functions for OGC, ensuring alignment with agency policies and regulatory requirements. Provides oversight and supervision of OGC employees responsible for budgetary actions, expenditures, purchasing, and contract-related processes to ensure compliance with state fiscal policies and internal controls.

Oversees human resources–related functions, including recruitment coordination, onboarding, performance planning, and training compliance, ensuring adherence to applicable laws and confidentiality standards.

Leads the periodic review and update of OGC rules and other rules published by OGC on behalf of other agencies, in the Louisiana Administrative Code. Drafts revisions and coordinates with the Office of State Register and OGC for publication. Ensures rulemaking efforts align with legislative intent, departmental goals, and operational realities. Oversees the development and maintenance of all internal policy and procedure manuals, ensuring documentation reflects current best practices.

Directs the preparation, review, and distribution of required DOA reports, including the Act 611 Report and the Act 204 report for the Legislature.

Coordinates and facilitates legislative bill tracking activities within the Commissioner’s Office, ensuring accurate and timely monitoring of legislation impacting the Division of Administration.

Directs and oversees legislative bill tracking processes for OGC, ensuring consistency, accuracy, and alignment with agency priorities.

Monitors reporting, audit readiness, and compliance activities, advising executive leadership of OGC on operational status and recommending corrective actions as needed.
Position-Specific Details:
Appointment Type: This vacancy will be filled by the promotion of a current, permanent-status Division of Administration employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
