SUMMARY
The Assistant General Manager (AGM) of Power Management position directs and coordinates the activities of all power management staff on behalf of NCPA members in accordance with, and in compliance with, all Agency agreements and regulatory requirements. The AGM must ensure optimum efficiency, timeliness and economy of member resources, the power pool, various member programs, and administration of NCPA’s contractual relationships with the CAISO, PG&E, Service Contracts, and other regulatory agencies. Responsible for ensuring that member and non-member participant expectations are met. The AGM performs the following duties personally or through subordinate supervisors. The AGM may be assigned as the General Manager when the General Manager delegates his authority.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This position requires the incumbent reports for work on time and maintains satisfactory attendance in accordance with Agency policy; ensures work responsibilities are covered when absent; arrives to meetings and appointments on time; performs special assignments for the General Manager or others as assigned. - Communicates with NCPA members and implement strategies and plans developed by the Power Management department to support member interests’, and that are aligned with the Agency’s strategic plan.
- Responsible for the evaluation, design and implementation of strategies and plans to pursue members’ interests in attaining necessary interconnection and generation resource arrangements.
- Support NCPA’s interaction with Federal Energy Regulatory Commission (FERC) representatives in order to advance or defend NCPA's position on Interconnection Agreements, regulatory rate proceedings, regulatory investigations or other related matters.
- Coordinates and oversees the Agency's participation and communications associated with operations in the CAISO Balance Authority Area, CAISO Market development activity, and regional market activity (ROWE).
- Oversees the purchase and sales of energy, capacity, transmission, ancillary services, environmental attributes or other energy related products, and strives to develop additional net revenue and/or achieve least cost operations for the members. Responsible for ensuring that NCPA is developing and implementing strategies to maximize resource value and limit financial risk and exposure.
- Oversees the management of the dispatch, Scheduling Coordination (SC), and outage coordination functions.
- Oversees the management of the Portfolio and Pool Administration department. Responsible for directing and reviewing operational planning and resource planning for the power pool and NCPA resource owners. Oversees the administration of all power contracts associated with the NCPA-Pool purchases and other separate transactions made by the NCPA-Pool Cities/non-Pool Cities with third parties, including the coordination of the above operations with the NCPA-Pre-Scheduling and Planning staff and other NCPA departments to schedule, account and bill for all power and services provided to the NCPA members and non-member customers.
- Oversees the management of the contracts for power from the Western Area Power Administration (WAPA) and financial budgets and operations related to the underlying Bureau of Reclamation (BoR) hydroelectric facilities.
- Prepares oral and written presentations for the Commission, Utility Directors, NCPA Committees, and/or City Council(s) review and approval.
- Hires, supervises and appraises assigned staff and consultants within the Power Management Division.
- Participates as a member of the NCPA executive team.
- Participates as a member of the Risk Oversight Committee.
- Develops and manages the overall budget for the Power Management Division.
- Prepares and provides reports and information to member/owners as needed.
- Oversees the purchases and approves purchase orders, vouchers, and expense reports.
- Networks with Utility Directors and Commission members, and promotes NCPA at industry meetings or functions.
- Supports the development and maintenance of enabling agreements to be used to transact energy, capacity, and energy related products.
- Supports projects and activities in other departments of the Agency, acting as a representative of the Power Management Division.
SUPERVISORY RESPONSIBILITIES
Manages three (3) subordinate supervisors, and oversees the management of 25 staff within the three (3) functional departments in the Power Management Division. Is responsible for the overall direction, coordination, and evaluation of each department within the Power Management Division. Also directly supervises one administrative employee. Carries out supervisory responsibilities in accordance with the Agency's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and/or Experience
A bachelor’s degree in economics, Finance, Computer Science, Business, Mathematics or a related field; and ten (10) years of related experience and/or training, or a combination of education and experience. A master’s degree in a related field is highly desirable.
