Global Dimensions is seeking an experienced Database Engineer to support the modernization of a critical government information system. This position plays a key role in designing, administering, securing, and optimizing Oracle database environments supporting mission-critical applications. The successful candidate will possess deep expertise in Oracle Database 19c, database architecture, performance optimization, cloud migration, and enterprise database administration across both on-premises and AWS environments.
The Database Engineer is responsible for the design, implementation, administration, security, performance, and lifecycle management of Oracle 19c databases supporting enterprise applications. This role supports database modernization initiatives, including migration from on-premises infrastructure to Amazon Web Services (AWS) Relational Database Service (RDS), while ensuring high availability, security, and compliance with federal government standards.
The Database Engineer will collaborate closely with software developers, system engineers, business intelligence teams, and cybersecurity professionals to optimize database performance, support reporting requirements, and ensure seamless integration with enterprise applications and search platforms.
Essential Job Functions:
Database Administration
Design, create, configure, and administer Oracle 19c databases in both on-premises and AWS RDS environments.
Design, implement, and maintain logical and physical database schemas supporting enterprise application requirements.
Monitor database health and optimize system performance through tuning, indexing, query optimization, and resource management.
Perform database capacity planning, storage management, and performance forecasting.
Execute Oracle patch management, upgrades, and lifecycle maintenance while minimizing operational downtime.
Troubleshoot and resolve complex production database issues affecting application availability and performance.
Database Security & Data Protection
Develop, implement, and maintain comprehensive backup, recovery, and disaster recovery strategies.
Configure Oracle Recovery Manager (RMAN) and automated backup solutions.
Implement Oracle database security hardening in accordance with government security requirements and industry best practices.
Ensure database integrity, availability, confidentiality, and resilience across development, testing, and production environments.
Support database auditing, encryption, access controls, and security monitoring.
Cloud Migration & System Integration
Plan and execute Oracle database migrations from on-premises VMware environments to AWS RDS.
Optimize database interactions supporting Java-based enterprise applications.
Support SAP Business Intelligence (SAP BI) reporting, analytics, and query optimization.
Integrate Oracle databases with Apache Solr search and indexing services.
Collaborate with software developers, DevSecOps engineers, and infrastructure teams to improve database performance and application scalability.
Compliance & Monitoring
Implement and maintain compliance with federal security frameworks, including FISMA, FedRAMP, NIST, and related government requirements.
Deploy, configure, and maintain enterprise database monitoring and alerting tools.
Monitor database performance, availability, capacity, and security.
Develop and maintain comprehensive technical documentation, architecture diagrams, operational procedures, and standard operating procedures (SOPs).
Participate in system modernization planning, architecture reviews, and technical design discussions.
Perform additional duties as assigned in support of program objectives.
Required Skills:
Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Ability to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS/SCI) security clearance.
Minimum 13 years of experience supporting enterprise database administration, database engineering, or related information technology disciplines.
Bachelor's degree in Computer Science, Information Technology, Information Systems, Engineering, or a related technical discipline. A bachelor's degree may substitute for four (4) years of experience, and a master's degree may substitute for six (6) years of experience, consistent with contract requirements.
Extensive experience administering Oracle Database 19c in enterprise production environments.
Experience administering Oracle databases in both on-premises and Amazon Web Services (AWS) RDS environments.
Experience designing and implementing enterprise database architectures and schemas.
Strong knowledge of Oracle database performance tuning, SQL optimization, indexing strategies, and database optimization techniques.
Experience implementing enterprise backup, recovery, and disaster recovery solutions.
Experience implementing Oracle database security hardening, auditing, encryption, and access controls.
Experience performing Oracle database patching, upgrades, and lifecycle management.
Experience optimizing database interactions with Java-based enterprise applications.
Experience integrating enterprise databases with search and indexing platforms, preferably Apache Solr.
Experience troubleshooting complex database issues in high-availability production environments.
Experience implementing database controls supporting FISMA, FedRAMP, NIST, or comparable federal cybersecurity frameworks.
Experience deploying, configuring, and maintaining enterprise database monitoring solutions.
Strong technical writing and documentation skills.
Excellent analytical, troubleshooting, and problem-solving abilities.
Desired Skills:
Active TS/SCI security clearance with a current polygraph.
Experience planning and executing Oracle database migrations from VMware-based environments to AWS RDS.
Experience supporting SAP Business Intelligence (SAP BI) reporting environments.
Experience supporting cloud modernization initiatives within federal government environments.
Experience with Oracle Enterprise Manager (OEM), Oracle Recovery Manager (RMAN), Data Guard, GoldenGate, or similar Oracle technologies.
Experience supporting DevSecOps pipelines, CI/CD processes, or Infrastructure as Code (IaC).
Experience administering Linux-based database servers.
Familiarity with containerized environments and cloud-native database services.
Oracle Database Administrator (OCP) or other Oracle certifications.
AWS Certified Database – Specialty or AWS Solutions Architect certification.
Experience supporting Department of Defense (DoD), Intelligence Community (IC), or other federal government customers.
Additional Requirements:
Preferred Work Location: Candidates located in or near Annapolis Junction, Maryland; Washington, D.C.; or Reston, Virginia are preferred.
Telework: This position is eligible for telework in accordance with contract requirements and Government approval. Periodic onsite support at customer locations may be required based on mission needs.
Ability to travel occasionally to customer or program locations as required.
Must maintain all required security clearances and certifications throughout the duration of employment.
