The Community Health Initiatives (CHI) Section Director is housed in KDHE's Bureau of Health Promotion. This position provides ongoing oversight and strategic direction for the Section's assigned public health units and programs, including the Preventive Health and Health Services Block Grant program and the Community Health Worker Unit. This position supports the planning, development, implementation, and evaluation of the Section's funded programs, including the development of program goals and objectives, preparation of program progress reports, conducting program evaluation, development of sustainability strategies, and coordination with other programs in the Bureau of Health Promotion and Division of Public Health. The CHI Section Director is responsible for the life-cycle management of grant-funded programs, including application, development, award acceptance, implementation, monitoring, reporting, renewal, and closeout. This position oversees the administration of grant-funded programs to ensure compliance with all applicable regulations, award terms, reporting deadlines, and fiscal requirements. Additionally, the CHI Section Director ensures adherence to bureau and agency workflows and policies.

Provides ongoing oversight and strategic direction for the Community Health Integration Section, which includes multiple public health programs funded through federal, state, local, and private grants. Supports planning, development, implementation, and evaluation of the Section's assigned programs. This includes the development of program goals and objectives, preparation of program progress reports, conducting program evaluation, development of sustainability strategies, and coordination with other programs in the Bureau of Health Promotion and Division of Public Health.
Oversees lifecycle management of grant-funded programs, including application, development, award acceptance, implementation, monitoring, reporting, renewal, and closeout. Oversees administration of grant-funded programs to ensure compliance of programs with all applicable regulations, award terms, reporting deadlines, and fiscal requirements. Interprets and implements requirements from agencies such as the Centers for Disease Control and Prevention (CDC) or other funders. Monitors program performance indicators, corrective action plans, and audit readiness. Ensures adherence to Uniform Guidance (federal) and other program or agency-specific regulations. Utilizes systems for program monitoring, evaluation, quality improvement, and outcome measurement. Reviews epidemiologic, operational, and performance data to assess effectiveness and guide strategic decisions.
Prepares, justifies, and defends significant components of the bureau budget, allocations, and expenditures as required. Directs the development, monitoring, and management of multi-program budgets, grant allocations, and expenditures. Ensures allowable use of funds, budget forecasting, financial reconciliation, and coordination with fiscal staff. Approves expenditures, contracts, and budget modifications in accordance with procurement and grant policies. Oversees the development of contracts, vendor relationships, procurement activities, and operational workflows supporting grant-funded initiatives, including adherence to bureau and agency workflows and policies. Ensures documentation systems and record retention meet audit and compliance standards. Directs the professional staff in multiple bureau programs in preparation of applications for federal and private grant funds, which support program efforts to achieve community and preventative health program objectives.
Supervises and directs the work of professional staff assigned to the Section. Oversees the work of staff through verbal and written instructions in order to ensure that program performance standards are met. Develops position descriptions, recruits, and orients new staff. Interprets personnel policies and procedures for program staff. Completes performance evaluations and provides performance feedback within the designated time frames. Consults the Bureau Director regarding significant personnel matters. Fosters a culture of accountability, collaboration, teamwork, and quality improvement.
Job Responsibilities may include but are not limited to the following:
Initiates discussions and collaborative projects with directors of other bureaus, agencies, and organizations in establishing goals for the Section, leading bureau-wide and agency-wide efforts to integrate health behavior risk reduction programs into chronic disease programs. Identifies strategic partnerships throughout KDHE, other State Agencies, and community-based coalitions and clinics. Directs multi-agency efforts to develop and implement comprehensive, statewide health promotion strategies. Presents educational and informational lectures at the request of providers, other agencies, the legislature, and professional associations. Assists state-level coalitions in achieving Healthy Kansans objectives for preventative and community health. Routinely crosses program, bureau, and agency lines to assure coordinated efforts and obtain data sufficient to measure progress toward state health objectives. Serves as a liaison with federal agencies, local health departments, healthcare partners, community organizations, and other state agencies.
Monitors emerging public health trends, legislation, and funding opportunities affecting program operations. Interprets and implements state and federal laws, regulations, and policy directives impacting grant-funded programs. Supports legislative inquiries, budget hearings, briefing materials, and policy analyses. Provides subject matter expertise and recommendations to leadership on policy, funding, and operational issues.

Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.

- Two years of experience in planning, organizing and directing the work of a department, program or agency.
