Huot Construction & Services is seeking an experienced Government Bid Coordinator to support our growing federal construction division.
This position is responsible for identifying and tracking government contracting opportunities, coordinating the bid process, preparing proposal packages, supporting estimating efforts, and ensuring all submissions are complete, compliant, and submitted on time.
The ideal candidate has experience with Federal Government construction contracting, enjoys working in a fast-paced environment, and possesses exceptional organizational and communication skills.
Responsibilities
- Identify and track federal, state, and local government bidding opportunities through platforms such as SAM.gov, PIEE, and other procurement portals.
- Coordinate all aspects of the bid process from solicitation through submission.
- Review drawings, specifications, contract documents, and addenda.
- Prepare quantity takeoffs and assist with detailed cost estimates.
- Solicit subcontractor and supplier pricing and maintain strong vendor relationships.
- Coordinate bid schedules and ensure proposal deadlines are met.
- Assemble complete proposal packages, including certifications, forms, qualifications, and required attachments.
- Assist in preparing capability statements, resumes, project experience, and other proposal documents.
- Work closely with estimators, project managers, and executive leadership throughout the pursuit process.
- Maintain bid logs, estimating databases, and historical pricing information.
- Support project handoff following contract award.
- Prepare, write, and coordinate technical proposals and government solicitation responses.
- Develop proposal narratives, executive summaries, project approaches, and other written content tailored to solicitation requirements.
- Coordinate with estimators, project managers, superintendents, and executive leadership to gather technical information for proposals.
- Maintain and update proposal libraries, including project descriptions, personnel resumes, past performance, capability statements, and boilerplate content.
- Ensure all proposal documents comply with solicitation instructions, evaluation criteria, and submission requirements.
- Review solicitations to identify required forms, certifications, and proposal deliverables.
Qualifications
- Minimum 3–5 years of experience in construction estimating, bid coordination, or government contracting.
- Experience with Federal Government construction projects strongly preferred.
- Working knowledge of FAR, public procurement, and federal bidding procedures preferred.
- Experience working with an SDVOSB is a plus.
- Proficient with:
- Bluebeam Revu
- Procore
- Microsoft Office (Excel, Word, Outlook)
- Ability to read and interpret construction drawings and specifications.
- Excellent organizational, communication, and time management skills.
- Strong attention to detail with the ability to manage multiple bids simultaneously.
- Strong technical writing, editing, and proofreading skills.
- Experience preparing proposals in response to federal solicitations is highly preferred.
- Ability to interpret Requests for Proposal (RFPs), Invitations for Bid (IFBs), and Requests for Qualifications (RFQs).
- Excellent written and verbal communication skills with exceptional attention to detail.
Preferred Experience
- VA, USACE, GSA, DOD, or other federal agencies.
- Certified payroll and prevailing wage projects.
- Design-Bid-Build and Design-Build procurement.
- Commercial or institutional construction.
- Construction estimating software (HeavyBid, Procore Estimating, PlanSwift, OST, etc.).

Pay: $1,250.00 - $1,950.00 per week
